Job Description:
JOB PORPUSE
The CEED Specialist is to support and closely monitor the implementation of climate, environment, energy and DRR activities in World Vision’s Syria Response (WVSR) directly and through its partners in Jordan, Syria & Turkiye. In addition, acting as the main focal point for CEED activities across the area offices.
The CEED Specialist will provide technical support and guidance to WVSR staff and local partners to develop, implement, monitor, evaluate, and document under CEED interventions. The role ensures that the organization and partners comply with World Vision global standards. They will support and provide technical inputs to proposal development. They will liaise with partners, local authorities, and other actors on the ground, representing WVSR in relevant meetings and workshops, and adhere to their standards and reporting as needed.
JOB QUALIFICATIONS
Technical Program Quality
– create guidance and provide advice the overall implementation of CEED interventions in Türkiye, Jordan and Syria, ensuring that activities/services are delivered on time, on budget and in compliance with donors’ regulations.
– Coordinate with implementing partners in Türkiye, Jordan, and Syria to ensure quality CEED interventions through field visits, coordination meetings with all partners, and ongoing review of implementation plans at the field level.
– Ensure regular communication with the Technical Manager to integrate appropriate technical priorities in program design/strategy and to provide updates on achievements and challenges.
– In consultation with the Technical Manager and GAM, support to adapt or adjust project design and implementation in response to emergencies or context changes.
– Work with the MEAL team to support collecting and analysing interventions & information, including developing baseline assessments, needs assessments and post implementation assessments, in addition fousing specific M&E tools to monitor project progress and indicators.
– Work with partners and Field Operations to compile and submit donor reports per set schedules on grant activities, indicators, and achievements, with support from the Technical Manager, GAM, and MEAL.
By working closely with the Technical Manager and GAM, the person responsible for these activities can ensure that project design and implementation are adapted or adjusted to respond to evolving CEED concerns and initiatives
Additionally, working with the MEAL team to collect and analyse CEED information will enable better monitoring and evaluation of CEED programming.
Finally, compiling and submitting donor reports in a timely and accurate manner will help to secure continued funding for CEED activities and promote accountability to donors and other stakeholders.
Overall, the expected outcome is improved CEED outcomes for the targeted populations.
Design and Procurement Support
– Ensure that all WVSR CEED interventions are according to global humanitarian & sphere standards.
– Lead on identifying the need & gaps related CEED in the affected areas.
– Ensure the quality of implementation of CEED interventions
– Support MEAL to design tools to track the impact of the project
By working closely with the Technical Manager and another department the person responsible can provide the CEED feedback required for proposal design and procurement.
Networking and External Engagement
– Develop and maintain effective working relationships with key stakeholders at local level, including CEED key actors.
– Represent WVSR in relevant CEED coordination forums in Türkiye, Jordan and Syria, as needed. Provide feedback/updates of those meetings to the Technical Manager.
– Participate in internal meetings and coordinate with other program/ sector teams.
– Represent WVSR in the regional Environment Sustainability and climate action meetings on an organizational level.

Capacity Building and Training
– Providing training and support to staff, volunteers, and partner organizations to equip them with knowledge and skills on CEED standards and guidance to ensure high-quality programming.
– In consultation with the Technical Manager, identify and propose training for field staff and partners related to CEED topics and best practices.
– Attend internal and external training on CEED and related topics to enhance knowledge of different thematic areas and programming approaches.

Required Professional Experience
At least 4 years of experience in humanitarian, and/or early recovery and/or developments projects. Experience in developing and implementing Climate, Environment, Energy and Disaster Risk Reduction programs, including proposal development, technical support, capacity building, and cluster engagement. Experience working with volunteers, local partners and civil society organizations. Experience in working with vulnerable populations, such as refugees, displaced persons, women, children, and marginalized communities. Strong analytical and problem-solving skills, including identifying risks and developing appropriate responses. Excellent communication, interpersonal, and negotiation skills, with the ability to work effectively in a multicultural environment.
Required Education, training, license, registration, and certification

Essential) bachelor’s degree in climate action, environment, energy or any related field.

Experience in early recovery & development projects.

(Desirable) master’s degree in climate, DRR, Nexus or any other relevant study.

Other CEED related certificates will be highly desirable.
Preferred Knowledge and Qualifications
Knowledge of international CEED standards and human rights principles Experience in creating strategies & guidance Experience in building relationships with external partners, such as government agencies, NGOs, and UN agencies, to ensure a coordinated response.

10% travel
Language Requirements
English. Turkish and / or Arabic is a Plus.
