Result of Service
The consultant will deliver comprehensive logistical and coordination support that enables the successful execution of the capacity-building program and the refinement of project proposals. This includes ensuring that workshops are effectively organized, stakeholders are engaged, and relevant data is gathered to support project development. The ultimate outcome will be an enhanced portfolio of climate finance proposals that are aligned with Tunisia’s NDC and capable of attracting necessary investments.

Duties and Responsibilities
Tunisia has demonstrated a strong commitment to addressing climate change by updating its Nationally Determined Contribution (NDC) to emphasize the transition towards a low-carbon economy and enhanced climate resilience. Achieving these ambitious goals requires a concerted effort to build technical capacities within various sectoral institutions and to develop a portfolio of bankable climate projects. Despite Tunisia’s commitment, challenges remain in translating these goals into concrete actions due to gaps in technical expertise, project development skills, and access to climate finance. Sectoral institutions often face difficulties in designing and implementing projects that meet the rigorous standards of international climate finance mechanisms. Consequently, there is a pressing need to enhance these institutions’ capabilities to develop high-quality, viable project proposals and to establish effective financial mechanisms to secure necessary investments. To address these challenges, UNEP-CCC is initiating a technical assistance program aimed at strengthening the technical capacities of Tunisian sectoral institutions in climate finance and project proposal development. This program will focus on two main objectives: improving the technical skills of sectoral institutions and enhancing the quality of existing project proposals to ensure they are robust and bankable. The proposed technical assistance includes conducting a comprehensive needs assessment, developing and delivering a tailored capacity-building program, and providing support for the refinement of project proposals. The successful implementation of these activities will involve close collaboration with local stakeholders, effective coordination, and thorough analysis of existing project proposals. To facilitate this process, a local consultant is required to provide on-the-ground support. The consultant will play a crucial role in liaising between UNEP-CCC and Tunisian institutions, organizing training sessions, and assisting with data gathering and analysis. Their expertise will ensure that the capacity-building efforts are effectively tailored to the local context and that project proposals are refined to meet climate finance standards. The consultant’s work will be essential in driving forward Tunisia’s climate agenda, enabling the country to attract and secure the funding necessary for its climate actions, and ultimately contributing to the successful implementation of its NDC commitments. The Climate Finance Coordination Specialist will support the UNEP-CCC team by acting as a liaison with the Tunisian government and relevant stakeholders. This includes organizing and managing workshops, gathering and analyzing data for project proposals, and ensuring effective communication and coordination throughout the project. The consultant’s work will directly contribute to the enhancement of project proposals, making them more viable and aligned with Tunisia’s NDC, and ultimately, enabling Tunisia to secure the necessary investments for climate action. In summary, the engagement of a consultant is crucial for the effective implementation of the technical assistance program, ensuring that Tunisia can meet its climate objectives through strengthened institutional capacities and a robust project portfolio ready for climate finance.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in development studies, social studies, business, management, administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven (7) years of work experience in development project implementation, preferably with national public institutions, private sector associations, banking sectors, or similar organizations in Tunisia. Experience working with public institutions or the private sector in Tunisia is required. The Climate Finance Coordination Specialist must demonstrate expertise in project management, and stakeholder engagement. She/he should possess strong data analysis and report-writing skills, with deep knowledge of Tunisia’s climate policies and socio-economic context. Fluency in French and English, along with proven adaptability and problem-solving abilities, is essential for successful project execution. Permanent residency in Tunisia is required.
Languages
Fluency in written and spoken English and French is required. Knowledge of other UN languages is an asset.
Additional Information
Specific Tasks: 1. Stakeholder Engagement and Coordination: o Act as a liaison between the Ministry of Environment as the lead institution in field of climate finance, sectoral institutions, and the UNEP-CCC project team. o Organize and facilitate stakeholder meetings, workshops, and consultations to gather input and ensure active participation in the project. 2. Data Gathering and Analysis: o Collect and analyze data related to existing climate project proposals, including financial data, stakeholder input, and alignment with Tunisia’s NDC. o Assist in identifying gaps in current project proposals and provide recommendations for improvements. 3. Logistical Support for Capacity Building: o Coordinate the logistics for training sessions, including scheduling, venue arrangements, and material preparation. o Ensure that training materials are tailored to the needs identified during the needs assessment phase. 4. Support in Proposal Enhancement: o Work closely with UNEP-CCC experts and sectoral stakeholders to refine and enhance existing project proposals. o Participate in iterative reviews of proposals, providing input and helping to incorporate feedback from stakeholders and climate finance experts. 5. Project Portfolio Development: o Assist in compiling and organizing the final project portfolio, ensuring that all necessary documentation is included and that the portfolio aligns with the expectations of potential climate finance providers. o Facilitate the final validation process with stakeholders and assist in addressing any last-minute adjustments or concerns. Responsibilities: • Ensure effective communication and coordination between all project stakeholders. • Maintain a high level of accuracy and attention to detail in all data gathering, analysis, and reporting activities. • Provide regular updates to the UNEP-CCC project team on progress, challenges, and any issues that require attention. • Ensure that all tasks are completed in a timely manner, meeting the deadlines and quality standards set out in the project plan.
