Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a Climate Finance Lead for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA) in Jordan.

Position Description: The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work. The Climate Finance Lead will provide financial management, credit, and project finance leadership and technical expertise for achieving Outcome 2, to improve finance mobilization for urban resilience and decarbonization projects. This is expected to be a full-time position based in Amman, Jordan.

Responsibilities:

* Provide climate finance leadership and technical expertise for AURA.

* Oversee climate finance activities and ensure that project is achieving desired impact and results.

Qualifications:

The successful candidate will demonstrate effective management experience and proven experience managing complex programs in Jordan. Additionally, the candidate should possess:

* Minimum master’s degree in public policy, climate/environment sciences, urban planning, public policy, finance, international development, engineering, economics, or a related field;

* Minimum ten (10) years of demonstrated progressively responsible experience in the

implementation of urban resilience (or related) projects;

* Demonstrated success in managing a team to produce quality results, based on an established work plan that includes written deliverables, live events, analytical and learning exercises, and significant stakeholder engagement with GAM, other GOJ agencies and ministries, private sector actors, and civil society and citizens;

* Experience with municipal public financial management, including accrual accounting, medium- and long-term budgeting, and capital investment planning processes;

* Experience working with private banks, loan-making institutions, and corporate social responsibility programs to solicit and structure finance solutions for infrastructure projects;

* Understanding of the suite of climate resilience solutions possible in Amman and lessons learned from previous climate investments;

* Knowledge of policy and practical incentives and tools for use with the private sector in promoting opportunities to invest in infrastructure;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate one’s vision to partners and colleagues;

* Proficiency in English and fluency in Arabic require; and

* Jordanian nationals and especially women are strongly encouraged to apply.
