The Division of Public Partnerships (PPD) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments and public actors around the world. The Division is doing this by connecting UNICEF’s positioning of children in intergovernmental and multilateral fora and negotiations to the engagement with governments and public institutions (including IFIs) as resource, policy and program partners. A key premise for PPD is that the engagement with countries is based on multiple levels of partnerships, including around resource mobilization, policy advocacy, and recognition and visibility.

How can you make a difference?

With a direct reporting line to the Senior Advisor, Public Private Partnerships within UNICEF’s Public Partnerships Division, you will work to coordinate a multi-divisional effort to secure new donors and partners for UNICEF’s climate change work with a particular focus on multilateral climate funds (MCFs):

In particular you will coordinate engagement with key stakeholders within UNICEF regarding development of framework agreements, and strategic partnership development with MCFs such as Green Climate Fund.  You will work in close coordination with internal UNICEF stakeholders including OED Legal, Finance, Programme Group, Supply Division, and DAPM (Data, Analytics, Planning and Monitoring) to ensure seamless and coordinated engagement with priority MCFs.

 Key Responsibilities/Tasks:

  • Develop strategic engagement plan with priority MCFs, notably Green Climate Fund, updated

  • Convene multi- divisional workgroup to review and advance updated strategic engagement plan
  • Convene internal stakeholders and secure inputs for development of strategic partnership
  • framework agreements with MCFs
  • Provide regular written updates on engagement with MCFs for management on monthly basis
  • Support face-to-face and written engagement with MCF counterparts.

The work will entail a mix of desk research and stakeholder engagement, and reporting under the guidance of the Senior Advisor.  Internal Stakeholders to be consulted and updated include Legal, Finance, OIA (Audit and Investigations); DAPM (data, analytics, planning and monitoring); the Climate, Energy, Environment and DRR team within Programme Division; Supply Division, and well as senior management within UNICEF’s Partnerships Cone.

The outcome of the consultancy over six months will be to have established a new platform for partnership with MCFs, and to have secured at least one new framework agreement with an MCF partner.

To qualify as an advocate for every child you will have…

  • Master’s degree in development studies, climate studies, global health, international relations, business administration and / or economics.
  • Demonstrable experience in public private partnerships.
  • Demonstrable exposure to and understanding of Climate Change as an issue.
  • Proven experience and exposure to funding modalities of institutional funders in a variety of sectors (e.g., health, education, and climate)
  • Proven experience of completing similar research and partnership development assignments with UNICEF or other major development agency.
  • Proven communications experience.
  • Strong ability to write and edit external communication materials in English and, preferably, one other official UN language; ability to express ideas and concepts clearly and concisely in written and oral form.
  • Knowledge of and experience within UNICEF and sister agencies of the United Nations or other international aid or NGOs highly desirable.
  • Fluency in English is required. Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
