CLIMATE POLICY SENIOR OFFICER

 

In Nicaragua, the design, implementation, monitoring and coordination of climate change policies, strategies and plans face a number of challenges, including limited technical capacity of institutions mandated to coordinate the implementation of climate change policies, lack of systematic data collection and related tools to monitor policies and actions, and inadequate methods to enable knowledge dissemination. These barriers hinder the implementation of priority climate change policies, and thereby Nicaragua’s efforts to address climate change and fulfill its Nationally Determined Contribution (NDC) commitments. 

The Readiness grant will strengthen the technical and methodological capacities of key stakeholders to design, implement, and monitor climate change strategic frameworks. The proposed Readiness will strengthen the technical and methodological capacities of the SCCP that contribute to improving its influence and impact regarding its interaction with SNGCC actors and the implementation of public policies on climate change. 

The capacities of the SCCP, the SNGCC and relevant stakeholders will be strengthened through training and the establishment of mechanisms that enable inter-institutional coordination with the actors involved in climate change mitigation and adaptation policies. 

Processes, systems, and knowledge products will be established for the identification of good practices, lessons learned and knowledge management regarding the implementation of national policies on climate change.

POSITION SUMMARY 

Based in Managua, the Climate Policy Senior Officer will manage the GGGI-led GCF Readiness project. The Senior Officer will lead a team of 2 staff and 3 consultants, and report to GGGI Central American Representative. 

The Climate Policy Senior Officer is expected to take a leading role in the development of the Readiness project workstreams, including the delivery of capacity building workshops, development of policy tools for the enhancement of NDC and implementation of the PNCC.   

 

PURPOSE 

The Climate Policy Senior Officer will lead the delivery of technical assistance to the Government of Nicaragua to strengthen key stakeholders’ capacity to implement the country’s Nationally Determined Contributions and National Climate Change Policy. 

The Senior Officer is expected to support the knowledge outputs that are highly relevant to the given context and support the implementation of policies and projects conducive to financing/investment, represent GGGI in relevant networks and platforms and generate visibility for the work of GGGI in the context of climate adaptation and climate resilience development strategies. The Senior Officer shall play a critical role in fostering collaboration between GGGI and government officials to expand meaningful application and development of adaptation and resilience knowledge.  

 

ENGAGEMENT 
  • Lead the engagement with the Government of Nicaragua and GCF;  

  • Build and maintain strong relationships with SCCP and MARENA, and other institutions and ministries of the public sector that are part of SNGCC; 

  • Engage with SCCP to support the development of climate change strategic frameworks, tools and policies; 

  • Support the engagement with potential donors and partners; 

  • Participate to GGGI-wide events to create awareness about GGGI Nicaragua; 

  • Represent GGGI Nicaragua in national, regional and international events. 

 

DELIVERY  
  • Review of national climate change policies and development of recommendations to address gaps and update existing frameworks; 

  • Conduct SCCP capacity needs assessment and develop a prioritization methodology to define the key climate change topics required for enhanced capacity building ; 

  • Design and deliver training for SCCP and SNGCC officials on prioritized climate change topics; 

  • Assist in the provision of on-demand analytical and operational support including through in-country activities and national level capacity building activities  

  • Support the conceptualization and proposal writing of in-country projects by analyzing country contexts, evolving green growth needs and country program priorities. 

  • Development of National Climate Change Strategy Roadmap; 

  • Development of action plan for revision and improvement of the Nicaragua NDC; 

  • Develop mitigation and adaptation material for online learning platform; 

  • Facilitate effective communication and cooperation to exchange and promote policy progress on climate change. 

 

REQUIRMENT
QUALIFICATIONS 
  • Bachelor’s degree in social sciences, political sciences or other related fields;  

  • A minimum of 7 years of relevant professional experience in climate policy, NDC implementation, UNFCCC. 

  • Strong knowledge of mitigation and adaptation issues in Nicaragua  

  • Experience and familiarity working with public sector and multi-stakeholder processes.  

  • Excellent English oral and written communication skills; including public speaking. 

  • Prior experience working with the Ministry of Environment is a strong asset  

  • Must be a national of Nicaragua

WORKING CONDITIONS
  • The Senior Officer is an X9 grade level in GGGI’s National salary scale, starting from $ 46,352. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
