The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrowinfrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 109 approved members worldwide. We are capitalized at USD100 billion and Triple-A-rated by the major international credit rating agencies. Collaborating with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity.
AIIB’s Strategy, Policy and Budget (SPB) Department is responsible for (i) developing and monitoring the implementation of the Bank’s strategic agenda; (ii) developing and overseeing compliance with the Bank’s operational policies and procedures for the Bank’s infrastructure investment operations (non-treasury), including environmental, social, procurement and financial management; and (iii) developing and monitoring the Bank’s annual business plan to implement the Bank’s strategies and manage the Bank’s administrative budget to support the implementation of the annual business plan.
The Climate Policy Specialist – Climate Metrics will be responsible for supporting the delivery of the Bank’s climate-related commitments, including but not limited to achieving at least 50% climate finance share by 2025 and full implementation of the goal to align all its new financing operations with the goals of the Paris Agreement from July 1, 2023. The position involves activities to:
- Support the development and implementation of climate-related metrics, guidance and tools for the purpose of Greenhouse gases (GHG) quantification and assist the Bank in developing comprehensive reporting including through International Sustainability Standards Board (ISSB).
- Assess projects against requirements related to Climate finance and Paris alignment and provide advice and guidance to both internal and external clients as needed along the project cycle.
- Collaborate with other AIIB specialists to help project teams deliver comprehensive solutions and value-add to Clients.
Responsibilities:
Climate Metrics, Monitoring and Evaluation
- Support the development of GHG accounting requirements and processes, including provision of tailored solutions considering types of clients and financial instruments.
- Coordinate the development and implementation of robust monitoring, reporting and results evaluation frameworks to assess climate impact and effectiveness.
- Support the preparation of ISSB reporting with close coordination with relevant departments.
Climate Finance and Paris Alignment Implementation
- Support AIIB’s implementation of its climate commitment (climate finance and Paris Agreement alignment) along the project cycle, particularly for complex investments requiring full Paris assessment.
- Support project teams in identifying the Bank’s value-add and opportunities applying the climate lens (e.g., green finance opportunities, supporting clients’ decarbonization strategies and climate risks management).
- Support the development of relevant climate metrics, guidance and tools, particularly for high GHG emitting sectors.
Stakeholder Engagement,
- Contribute to the dialogue with both internal and external partners in climate topics to help develop the AIIB brand.
- Support the Bank-wide capacity-building activities on climate and the broader environmental agenda.
Requirements:
- A minimum of a Master’s degree in engineering, finance, economics, climate and environmental policies, or a related field.
- Minimum 5 years of experience in relevant climate topics including climate mitigation, decarbonization, GHG MRV, and/or climate adaptation/resilience.
- Direct experience in assessing and reporting climate transition risks and/or physical risks, for project support and/or portfolio analysis (e.g., TCFD or ISSB reporting).
- Proven track record in developing or promoting impact-driven investments, including direct experience in sourcing and structuring climate or green finance opportunities, is desirable.
- Experience in the development of guidance and tools for maximizing climate finance in investment operations.
- Knowledge in the operations, policies and procedures of international financial institutions, and experience in processing and implementing projects in core infrastructure sectors (e.g. transport, energy, urban infrastructure), is preferable.
- Understanding of the joint MDB approach for assessing Paris alignment and the joint MDB climate finance tracking.
- Entrepreneurial mindset and results-oriented with a demonstrated ability to work effectively in a multicultural environment and build effective working relations with clients and colleagues.
- Excellent communication skills, oral and written, in English.
