The Energy Planning & Innovation (P&I) Division supports the agency mission by pursuing programs and policies that help Oregonians conserve energy, use energy more efficiently, and produce energy using renewable sources. The Division’s three sections, Energy Efficiency & Conservation, Energy Technology Policy, and Codes and Standards, and the unit on climate collaborate with the Department’s other divisions and stakeholders to help support the development of clean energy future. The division offers energy expertise across sectors, including efficiency in buildings and manufacturing as well as alternative fuels and infrastructure, while helping Oregon build a more resilient energy system – one that is well prepared to respond to issues such as climate change and natural disasters. The division also helps the State pursue strategies to reduce greenhouse gas emissions through climate action such as energy efficiency, renewable energy, and sustainable transportation, as well as natural climate solutions.

WHAT YOU WILL BE DOING

You will coordinate, research, and plan research studies and projects; analyze and interpret information; and report findings. You will provide recommendations in collaboration with the Energy Planning & Innovation Division in support of the climate and natural & working lands programs and projects.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time, limited duration position that is not represented by a union.

Limited duration positions are benefit eligible positions with a designated maximum length of service. This position is expected to last through June 30, 2025; but could end at any time or depending on funding could be extended or become permanent.

WHAT WE ARE LOOKING FOR

  • A Bachelor’s Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;

-OR-

  • Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

The most successful candidate will also have the following skills, experience, and background:

  • Expertise to meticulously gather, analyze, and synthesize large volumes of complex data to generate actionable insights while ensuring the accuracy and integrity of the findings.
  • Proficiency in developing robust databases and creating intuitive visual representations that facilitate data validation, ensuring data integrity and enhancing the clarity of analytical results.
  • Experience in designing and implementing comprehensive research plans, including formulating objectives, methodologies, and timelines that align with project goals and achieve deliverables.
  • Capability to effectively present complex findings in both written and oral formats, communicating clearly and concisely to diverse audiences, ensuring that insights are easily understood and actionable.
  • Demonstrated ability to determine appropriate statistical techniques, including forecasting and modeling methods, to accomplish the desired analysis.
  • Experience in developing and conducting surveys, engaging with external partners, and demonstrating strong understanding and sensitivity, to gather reliable and meaningful data while respecting participants’ perspectives.
