Introduction
This TOR concerns contracting an Earth-Observation (EO) company to deliver the biophysical and geo-spatial backbone of the CRVA for Saponé, Loumbila and Pabré—converting satellite and ancillary data into decision-ready, printed map products and executive briefs that enable the three communes to prioritise, site and budget adaptation investments for 2026–2030, and to establish baselines for PBCRGs and APAs—rapidly and cost-effectively. In parallel, and outside these TOR, UNDP Burkina Faso will recruit a national socio-economic consultant/team to ground-truth the maps, collect and analyse vulnerability data (sensitivity and adaptive capacity), facilitate participatory validation, and ensure coordinated integration of feedback into the printed products.
