Chemonics International seeks a Climate Risk Mitigation Specialist for the anticipated five-year, $25-$50 million USAID-funded Zambia Sustainable Water and Sanitation Activity. The activity will focus on WASH governance and finance mechanisms, sustainable service delivery, and enhancing resiliency of the water system in Lusaka City and the Copperbelt, Central and Eastern provinces of Zambia. The activity aims to improve governance and management capacity for WASH at the subnational level; increase access to sustainable water and sanitation services, including in institutional settings; and increase the resilience of water supply to climate change, disaster and public health emergencies.

The Climate Risk Mitigation Specialist will work with project staff and local implementing partners to ensure that project activities incorporate climate change adaptation strategies. They will conduct comprehensive assessments to identify and analyze climate-related risks, particularly in water and sanitation. The specialist will recommend strategies to minimize these risks, enhancing project resilience and sustainability. Reporting to the Project Engineer, the Climate Risk Mitigation Specialist will collaborate closely with other technical personnel and activity partners. Responsibilities:

  • Conduct comprehensive assessments to identify climate-related risks affecting water and sanitation infrastructure and services.
  • Analyze climate data and projections to understand potential impacts on water resources, supply, and sanitation systems.
  • Develop and recommend strategies to mitigate identified risks, ensuring the sustainability of water and sanitation services.
  • Assist with preparing Environmental Mitigation and Monitoring Plan (EMMP)
  • Collaborate with stakeholders to create and revise policies that address climate risks and promote resilience in water and sanitation.
  • Work closely with the MEL Director to establish monitoring frameworks to evaluate the effectiveness of implemented mitigation measures and adapt strategies as necessary.
  • Provide input for work plans, reports, and key technical deliverables

Qualifications:

  • Bachelor’s degree in environmental science, climate science, public policy and administration, planning or other related fields
  • Minimum of 8 years of professional experience at the managerial and/or advisory level in relevant work experience
  • Experience designing and implementing climate resilience activities to support WASH service delivery and with WASH stakeholders is highly preferred
  • Experience working on USAID or donor-funded projects preferred
  • Demonstrated ability to establish and maintain collaborative, productive working relationships with national and subnational governance institutions, private sector associations, civil society organizations; ability to develop and implement effective project initiatives in collaboration with private sector entities
  • Demonstrated leadership, versatility, and integrity
  • Experience working with vulnerable urban and rural populations preferred
  • Fluency in English required
  • Language proficiency in Nyanja and Bemba preferred.
