Job Scope
TheClinic Team Supervisorwillprovidetechnical supportandcompetencybasedsupportivesupervisiontopartner(s)healthstaffswhichincludebothmobileandstaticteam.Inadditionaltothis,ClinicTeamSupervisorwillalsomanageIRCcapacitybuildingteam.S/Hewillensurethatpartner(s)andIRCemergencyhealth teamisimplementedinaccordancewithstandardprotocols,guidelinesandbest practices.S/Heplayskeyroleindirecttechnicaloversightandcapacitybuilding ofIRCandpartner(s)healthstaffs,monitoringandevaluationofprojectquality underthedirectsupervisionofProjectManager.ThispositionreportstoProject ManagerandisbasedinLashioTownship,NorthernShanStatewithapproximately80%oftimerequiredfortravelinsideidentifiedIDPcamps and/orisolatedvillagesfromNorthernShanandSouthernKachinStatesincludingNamHkam,Mansi(ManWeinGyi),Kutkai,KyaukmeandNamtu townships.
Program Implementation, Supervision & Development
- Provide clinic (PHC and RH) technical and capacity building to IRC and partner(s) health staffs mainly to Medical Doctor(s) from partner(s) organization in accordance with IRC standard protocols and guideline
- Provide training on tele-medication to health staff and health workers of IRC and partner organization.
- Ensure partner’s health clinic staffs can provide quality careof primary health care services, reproductive health care services including CCSAS and long term contraceptive provision and Integrated management of acute malnutrition services (IMAM) according to standard protocols and guidelines of MOH, IRC, WHO and MSF guidelines.
- Conduct regular competency based supportive supervision and technical support to IRC and partner(s) mobile/ static clinic staffs and IRC health staff
- Conduct PHC package and QRH package orientation session to new medical doctors and nurses of IRC and partner staffs
- Organize and provide regular on the job training to IRC and partner(s) health staffs based on the result of competency based supportive supervision check list
- Assist Project Manager and Capacity Building Team to identify essential technical capacity building plan for IRC and partner(s) health staffs
- Monitor Drugs, medical supplies and commodities and RH commodities and calculate consumption forecast in coordination with Drug and Commodities Office and Sr. Drug and Commodities Officer based in Yangon.
- Lead emergency response activities in newly displacement sites
Infection preventionandcontrolofthefixedclinicandhealthcarewaste management
- Ensure adherence of the standard infection prevention and control of the mobile clinics in emergency settings by providing technical support to mobile clinic teams in collaboration with nurse supervisor.
- Helps in identifying and establishing of proper health care waste management
- Provide technical support on waste segregation process and disposal process in line with MSF and WHO waste management guidelines.
Monitoring, Evaluation and Reporting
- Participate in program monitoring and evaluation
- Participate in partner(s) mobile and static mobile clinic monthly work plan
- Monthly program narrative report to Project Manager
- Responsible for preparing and supervising report of emergency response activities and program activities report of medical doctors
Coordination & Representation
- Assist to and participate with Project Manager in coordination and relationship with health stakeholders, Health Cluster members, nutrition clusters and relevant key stakeholders.
- Assist Project Manager in coordination with local CSO.
- Acts as project focal while the absence of project manager
- Work closely and coordinates with IRC operation and financial staffs to ensure timely and complete program activities
Other
- Other duties as assigned by the supervisor.
Qualifications
Education
- Registered medical doctor (M.B., B.S.).
Experiences
- Minimum 2 years’ experience on primary health care settings, mobile clinic activities and SRH activities including provision of long term reversible contraceptive devices.
Competencies
- Favorable to person with experience on medical response to disaster area, surveillance, and control of communicable diseases in disaster area
- Sensitivity leadership skill and team management skill
- Strong mentorship in capacity building of local partner staff
- Adaptable, flexible, and mature in judgment
- Good assessment, analytical, planning and reporting skills
- Dedicated team member with excellent communication skills.
- Have strong commitment to work, organization, and beneficiaries
- Well understanding on confidentiality, medical ethics and humanitarian principles
- Willing and able to follow organization regulations and policies
- Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Northern Shan and Kachin States
- Good practice on Microsoft Office package
Language
- Good English language skill (both oral and written)
