DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Darfur, South Kordofan, Gedaref, Kassala, and Khartoum states. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

Overall purpose of the role: Overall purpose of the role The Cluster Information Management Specialist Under the supervision of the DRC Protection Cluster Coordinator, will be responsible for providing all the technical and programmatic support related to Information management for Protection cluster Sudan in all areas of operations in Sudan.

The mission aims at contributing to upholding DRC responsibilities as the Protection Cluster Co- Leading Agency for Protection cluster .

The Cluster Information Management Specialist shall ensure effective information management of the Protection Cluster and will support the Cluster coordinator in delivering on the Clusters Core Functions as defined by the IASC. The Cluster Information Management Specialist will ensure that the basics of Protection Information Management are in place in Sudan in line with the minimum requirements and standards defined in the GPC Operational Footprint and the GPC Protection Analytical Framework.

S/He will engage with the AoRs, PWGs and partners to ensure timely and effective information sharing, consolidation, and analysis in accordance with Clusters frameworks, templates, and minimum requirements;

  • Supporting establishing an Information management system for the Protection monitoring program
  • Lead the capacity-building process for the entire NGO on all IM-related issues.
  • Lead the Information management aspects of entire HPC process.

S/He will also support the Cluster Coordinator in undertaking regular collective protection analysis, managing and producing databases, dashboards, factsheets and Protection Briefs. The Cluster Information Management Specialist shall work closely with AoR and OCHA counterparts to ensure appropriate data sharing and reporting to interagency frameworks and with IMOs and focal points from operational partners.

Responsibilities: (in bullet points)

  • Under the supervision of the Cluster Coordinator, The Cluster Information Management Specialist will in ensure the following roles and responsibilities in accordance with the principles, minimum expectations, and standards defined by the IASC and the GPC Operational Footprint:
  • Ensure effective information management and analysis for the Protection Cluster to support the fulfilment of Cluster core functions in line with IASC and GPC standards and guidance
  • Support the Cluster Coordinator in assessing needs, existing capacities, resources and gaps in terms of information management and analysis
  • Develop and manage information management and analysis systems and tools for the Cluster in coordination with Cluster partners in particular, protection monitoring and assessment, data collection, Funding trackers, service mapping, reporting, consolidation and analysis systems.
  • Led and represented the Cluster in the Protection Cluster information management and analysis working group
  • Support the Coordinator with the production of regular information and analysis products e.g. Protection Briefs, Protection Cluster factsheets, dashboards, etc.
  • Represent the Cluster in relevant inter-Cluster and interagency forums on information management
  • Work closely with the Other IMO in the country and with other Cluster partners IMOs
  • Develop and promote standards for data protection and safe information-sharing protocols.
  • Engage in bilateral communication with cluster partners to validate and ensure the accuracy of records maintained in the ActivityInfo 5W database for all three clusters.
  • Organise regular 345W reporting workshops for partners to ensure accurate and timely reporting
  • Compile response monitoring data and generate comprehensive narrative reports for both OCHA and ICCG.
  • Ensure consistent follow-up with All sub-national cluster coordinators of Protection clusters to ensure punctual completion and submission of state-level gap analysis sheets and bi-weekly reports.
  • Manage user access in the ActivityInfo 5W database, and make necessary adjustments to the database design, data collection forms, and reports directly within ActivityInfo.
  • Maintain and update existing PowerBi dashboards as required, and design and implement new ones to suit evolving needs.
  • Ensure cluster contact management and information dissemination via Kobo, , alongside analyzing partner engagement to optimize communication efforts.
  • Provide information management support to cluster specific and joint/ harmonized needs assessments and support the cluster coordinator in developing tools and making methodological decisions about needs assessment design.
  • Facilitate the information management aspects of the HRP 2024 development, including comprehensive needs analysis and calculation of the PiN and severity figures at locality level, in line with JIAF 2.0 for Protection
  • Facilitate the training of cluster partners and coordination team members on the utilization of cluster information management tools and products, as required. Further, extend training on essential skills such as data collection, analysis, visualization, and protection of sensitive data, to enhance the overall capacity of key partners.
  • Maintain the Sudan page on the GSC and ReliefWeb websites, ensuring that all relevant documents and information are regularly posted and updated, thereby providing real-time access to essential data and resources.
  • Ability to work effectively and harmoniously in a team and in the inter-agency context with colleagues from diverse cultures and professional backgrounds.
  • Strong organization and prioritization skills, with the ability to manage multiple tasks concurrently under tight deadlines.
  • Ability to innovate and adapt to evolving operational contexts.

Experience and technical competencies: (include years of experience)

  • Demonstrated information management skills in Cluster systems, and familiarity with Cluster Information Management Tools, Resources and Approaches
  • Proven experience in working with information management tools and databases (ActivityInfo, PowerBi, KoBo, , etc.)
  • Track record in producing high-quality reports and communications materials for a variety of audiences, including donors, underpinned by proven proficiency in utilizing Adobe Creative Suite tools.
  • Experience in liaising with a wide range of partners, including humanitarian actors, donors, and government officials.
  • Knowledge of relevant shelter guidelines, standards and indicators is desirable.
  • Excellent written and verbal communication skills in English are absolute necessity. Arabic is desirable
  • Outstanding interpersonal skills, with the ability to work effectively within a team and liaise with a diverse set of colleagues, partners, and stakeholders.
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
  • Strong analytical and problem-solving skills, with an ability to analyze and interpret complex data sets.
  • High level of proficiency in Microsoft Office, including advanced Excel skills (e.g., pivot tables, functions, power query, etc.).
  • Advanced data analysis and visualization skills and knowledge of PowerBi (data transformations, DAX, etc.).
  • Very good knowledge of IASC standards and cluster systems!
  • Experience with data collection, sharing, management and analysis
  • Prior experience in the IDP Cluster system is desirable
  • Prior experience in the protection Cluster is desirable
  • Ability to work effectively and harmoniously in a team and in the inter-agency context with colleagues from diverse cultures and professional backgrounds.
  • Strong organization and prioritization skills, with the ability to manage multiple tasks concurrently under tight deadlines.

Education: (include certificates, licenses etc.)

Undergraduate degree (the equivalent of a BA/BS) in Information Technology, Demography, Statistics, Social Sciences, or any related area

Languages: (indicate fluency level)

  • English Fluent
