Purpose of Project

The overall purpose of the anticipated USAID/DR MEL and Support Services Platform is to provide USAID/Dominican Republic with a broad range of specialized technical assistance to 1) support Monitoring, Evaluation, and Learning (MEL) services; and 2) deliver translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Technical assistance services include performance monitoring; geographic information systems; research, assessments, and data analysis; performance and impact evaluations; learning services, including developing networks and communities of practice, mid-course stock-taking, and pause and reflect sessions; knowledge management; capacity building in MEL, CLA, and other areas; translation; and facilitation assistance.

Position Description

LINC seeks a Collaborating, Learning, and Adapting (CLA) Lead for the anticipated USAID/DR MEL and Support Services Platform. The CLA Lead will lead learning, knowledge management, organizational development, and adaptive programming activities and facilitate strong collaboration, learning, and adaptation of management practices in USAID/DR and its partners throughout the program cycle. This is a full-time position contingent upon award.

Responsibilities

  • Lead learning, knowledge management, and adaptive programming activities.
  • Support ongoing CLA activities such as Communities of Practice, pause and reflect, after-action reviews, and development of learning agendas.
  • Identify and support strategic collaboration opportunities, including workshops and/or conferences to convene USAID staff, implementing partners, and/or local stakeholders to discuss challenges, share best practices, and foster collaboration on specific topics related to USAID’s areas of intervention and strategies.
  • Support the development and/or implementation of a CLA and Knowledge Management and Organizational Learning strategy at the Mission.
  • Facilitate learning events and other meetings and support the ongoing adoption of a learning culture at USAID using change management approaches.
  • Provide capacity strengthening and training on CLA practices and systems for USAID/DR staff, implementers, local partners and sub-partners, and other stakeholders such as the Dominican government.

Requirements

  • Master’s degree in a field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies.
  • Minimum eight years of demonstrated experience in strategic planning, monitoring and evaluation, facilitation of learning, and knowledge management.
  • Demonstrated experience in USAID’s collaboration, learning, and adapting (CLA) approach, including using MEL activities and adaptive management approaches to inform and improve project implementation.
  • Advanced facilitation and training skills.
  • Prior experience working in the Dominican Republic, the Caribbean, and/or Latin America is required;
  • Exceptional written and oral communication skills.
  • Fluency in spoken and written English and Spanish is required
