 Position Description

RTI International is seeking a Collaborating, Learning, and Adapting (CLA) Lead for USAID/Democratic Republic of Congo’s Feed the Future Flagship Agriculture Activity. The CLA Lead will be responsible for the overall management of the CLA activities on the project, including serving as the primary liaison with field-based staff and partner organizations on CLA matters.

Responsibilities

Your primary responsibilities will include but not be limited to:

  • Supervise, with the guidance of the Chief of Party, the implementation of the CLA related workplan activities.
  • Coordinate CLA monitoring processes with the Monitoring and Evaluation (M&E) Lead to ensure learning and knowledge application is on course through-out project life.
  • Define program quality standards and accountability systems and ensure they are adhered to.
  • Contribute to the development of program strategies, planning, and implementation of program activities, while ensuring cohesion among the program components.
  • Contribute to project efforts to build the technical, systems, and operational capacities of local partner organizations and other relevant stakeholders in learning and adaptive management.
  • Spearhead Collaborating, Learning and Adapting (CLA) approaches with stakeholders, including providing leadership for the organization of Pause and Reflect and/or Results Review meetings.
  • Oversee intermittent political economy analysis (PEA) studies and performance evaluations, USAID resilience frameworks and approaches, collection of and dissemination of lessons learned, and sharing successes during activity implementation.
  • Responsible for sequencing, layering, and integrating data collected from project activities.

Qualifications:

  • Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, or equivalent combination of education and experience.
  • Minimum 4 years of demonstrated experience designing and implementing CLA systems for international donor-funded projects.
  • Demonstrated experience in facilitating learning and knowledge sharing processes.
  • Demonstrated analytical and research skills. Experience with supporting the implementation of new evidence-based approaches to solve complex problems.
  • Knowledge of reporting procedures, best practices, guidelines, methods, and applications for CLA.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Excellent communication and interpersonal skills.
  • Ability to work throughout the Democratic Republic of the Congo.
  • Fluency in French and English required.
