Overview:
International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is an industry leader in MERL since 2005. In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world.
IBTCI is recruiting a Collaboration, Learning, and Adaptation Services Team Lead for the upcoming Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. The purpose of MECLA is to provide third party monitoring, evaluation, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State’s Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.
The Collaboration, Learning, and Adaptation Services Team Lead will be responsible for work on two parallel tracks:
1. For work conducted in Afghanistan – leading work under Component 3. Objective Three: Collaboration, Learning, and Adaptation Services. The CLA Team Lead must facilitate support tasks to be completed in Afghanistan that includes synthesis of information, facilitating workgroups to review lessons and results from monitoring and analytic activities, coordinating partner inputs and aggregating reports, working with implementing partners to identify data needs and share lessons related to the achievement of program objectives, and ensuring that CLA activities are implemented within the project team and consortium members. This first element may require travel within Afghanistan.
2. For work completed outside Afghanistan – support IBTCI and/or its CLA Partner in its direct support to USAID and its MECLA stakeholders to promote the use of knowledge and evidence from monitoring, evaluation, and learning that can be used by USAID/Afghanistan to inform future program designs, improve implementation and contribute to achieving development outcomes. This second element may require travel within the region.
This is position will be based in Kabul, is contingent upon award, and is open to Afghan Nationals and Third Country Nationals (TCNs).
Responsibilities
Essential Duties/Tasks and Responsibilities:
Learning
- Identify relevant local knowledge sources and make this knowledge available in a usable form.
- Actively facilitate a community of practice focused on information systems that brings together experts, practitioners, and stakeholders relevant to MECLA.
- Co-facilitate pause and reflect sessions with the Mission and IPs for each award.
- Analyze performance monitoring and evaluation data (such as by results in the country strategy, cross-cutting objectives, geographic focus, or key area of interest), including reassessing learning agenda questions and integrating learning into programming, monitoring and evaluation plans, as required; discuss findings from monitoring data, evaluations, and/or assessments.
- Monitor communications channels to identify content relevant to MECLA implementation and facilitate its sharing through various platforms
- Identify interests and priorities of members and support development of collborative outputs and capacity strengthening opportunities.
- Disseminate evaluation findings, good practices, and lessons learned from evaluations and other analytical products by organizing quarterly virtual webinars or other knowledge-sharing events to foster collaboration and the exchange of expertise and experience across stakeholders.
- Act as a liaison between the community and the MECLA team, ensuring alignment with overall goals.
Knowledge Management
- Oversee the development and maintenance of a comprehensive knowledge management system to collect, organize, and disseminate MECLA internal and external outputs.
- Create and maintain a cross-partner repository of outputs and supporting technical documents.
- Collaborate with partner teams to capture best practices, lessons learned, and success stories.
Communications
- Create documentation that is available in a usable format of analytic results, studies, evaluation reports, and final summary reports from major stakeholder events, including any recommendations.
- Develop content for various communication channels. Engage partners in process as appropriate/required.
- Facilitate and assist in the preparation of presentations and communication materials for multiple audiences including USAID, host country stakeholders, implementing partners and various committees and working groups.
Other Tasks/Responsibilities
- Participate in international research networks, meetings, and select technical working groups as appropriate to represent the project and ensure collaboration with relevant technical work.
- Maintain relationships with USAID/Afghanistan, national and international partners, and other key stakeholders through frequent consultation.
Qualifications
Minimum Requirements:
- At least six years of learning and adaptive management, knowledge management, organizational learning experience and/or related fields.
- Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making.
- Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning metholodologies.
- Experience compiling and preparing presentations using both quantitative and qualitative data for USAID staff and implementing partners.
- Strong orgal and written communication skills, excellent interpersonal, analytical, and training skills.
- Proficiency in Microsoft Office suite.
- Fluent in English; knowledge of Pashto or Dari is an advantage.
- Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
- In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Master’s degree in organizational development, knowledge management, learning, or other related areas of expertise.
Preferred Knowledge, Skills and Abilities:
- Prior monitoring and evaluation experience in a comparable position.
- USAID experience in Afghanistan.
Working Environment: Work is typically performed in an office environment. The assignment will be based in Kabul, Afghanistan.
Physical Requirements: This is largely a sedentary position that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occassionally lift or move up to 25 pounds.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel as required within Afghanistan, potentially to fragile and conflict-affected areas. Regional travel may be required.
