Position Summary
Momentum Wheels for Humanity (MWH) seeks a consultant or vendor to lead on facilitating a commission of persons with disabilities in San Salvador, tasked with reviewing and updating national-level disability-inclusive disaster response protocols and communications materials, with a focus on evacuation procedures and assistive technology (AT) and equipment for accessible emergency shelters. This activity is part of the Disability-Inclusive Disaster Risk Reduction project (DiDRR), funded by the United States Agency for International Development (USAID). The consultant or vendor will report to the MWH El Salvador Country Representative.
The consultant or vendor will be responsible for leading the development of the meetings’ disability-inclusive methodology, in close coordination with Momentum Wheels for Humanity and other project partners. Through the designed methods, the consultant or vendor will collect participants’ feedback and recommendations on strengthening the policies and communications materials under review. They will then consolidate and analyze the data collected through the commission meetings and validate the proposed recommendations through regional validation workshops in each of the five project regions. The validated recommendations will be consolidated in a report, which will then be presented by MWH to the government partners for their review.

About the Project
In El Salvador, the government is working to harmonize its laws with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) provisions; however, there are notable gaps in national policies for disaster risk reduction, early warning communications systems, and emergency personnel capacity to support persons with disabilities in emergencies. As climate change continues to bring more extreme weather patterns and natural disasters to El Salvador, there is an urgent need to address these gaps. The goal of this project is to bolster the resilience of persons with disabilities to the effects of climate change by strengthening national and regional capacity for disability-inclusive disaster risk reduction, response, and recovery in El Salvador**.**
Expected Duties and Responsibilities
Reporting to the Country Representative, the Commission Meeting Facilitation and Evaluation Consultant will be responsible for the following:
- Lead on the design of the disability-inclusive methodology for two, four-day commission meetings (first to be held in May 2024, and second to be held in early July 2024) and regional validation workshops
- Participate in ongoing planning meetings with MWH and project partners
- Develop supplementary materials for commission meeting facilitation, in accordance with the agreed upon methodology
- Lead on the facilitation of the commission meetings and regional validation workshops
- Evaluate data collected during the commission meetings, and synthesize findings into a comprehensive report
- Present findings to MWH and project partners
Minimum Qualifications
- Bachelor’s degree or equivalent in relevant field
- Minimum 5-7 years of relevant experience in event planning, facilitation, and evaluation
- Experience in disability inclusion and/or disaster response
- Demonstrated success in activity planning, implementation, monitoring, and reporting
- Excellent verbal and written communication skills, including public speaking and presentation skills
- Good organizational and time management skills
- Excellent oral and written communication skills
- Excellent written organization and drafting skills
- Willingness to travel locally for project activities as needed (within San Salvador for commission meetings)
Preferred Qualifications
- Prior work experience with an international technical assistance implementer in El Salvador
- Understanding of national health and civil protection systems
