Laboratory is an essential part of public health in controlling communicable disease. The support from laboratory involving lot of aspects including what type of public health laboratory need to be developed and strengthen, type and quality of reagent, external quality assurance, the implementation of laboratory in facilities, laboratory human resource capacity, laboratory supply chain management and laboratory data management which need to be connected among communicable disease working team within MoH unit.
Indonesia WHO country office, to support MoH in reaching communicable global target will provide one consultant in SSA form to give technical assistance for communicable disease laboratory focus on HIV, TB, Malaria and Neglected Tropical Disease which will be seconded in MoH.
To assist the Ministry of Health of Indonesia in strengthening laboratory for public health focus on Communicable Disease particularly HIV, TB, Malaria and Neglected Tropical Disease.
Duties:
HHS:
  • Support the MoH in maintaining quality assurance of RDT Hepatitis/HIV//STI system and implementation
  • Support integration of Laboratory report of Hepatitis/HIV/STI into the current Hepatitis and HIV report platform and link it with the Satu sehat data platform
  • Support capacity building of public health laboratory to conduct performance test evaluation of Hepatitis/HIV/STI RDT
  • Support Directorate of Pharmacy and medical device (Farmalkes) s of MoH in developing pre-market and post-market surveillance system of Hepatitis/HIV/STI laboratory product
TB:
  • Support national TB program and related stakeholders in planning, capacity building, implementing and monitoring efforts to achieve universal access to WHO recommended diagnostic for presumptive and TB cases in Indonesia.
  • Support development of National TB laboratory expansion plan 2024-2029 and Annual WHO standard monitoring for TB diagnosis.
Malaria:
  • Support establishment of malaria center for PCR laboratory and establishment of laboratory center for routine lot testing of RDT as well as development of referral bank slides
  • Support preparation and implementation of RDT Lot Testing and HRP2/3 deletion surveillance at the national reference laboratory
  • Support database participating laboratories on EQAP malaria and molecular marker for antimalaria drug resistance.
  • Support strengthening Malaria laboratory quality assurance including external competency assessment (ECAMM/NCAMM)
Health Systems – Antimicrobial Resistance:
  • Support planning, design and operationalization of laboratory workflows and networks in support of AMR surveillance and survey activities, including tools/protocol development, assessments, capacity building, procurement, quality assurance and monitoring activities
  • Support the development of training materials and delivery of capacity building initiatives for AMR surveillance and survey activities in pertinent laboratory technical areas
  • Support adherence to scientific conduct of and technical oversight of laboratory procedures for AMR surveillance and survey activities
  • Support communication and coordination with collaborators and stakeholders for AMR surveillance and survey activities
Educational Qualifications, Experience, Etc:
Education Qualifications:
Essential:
  • University degree in laboratory sciences with master’s degree in health-related science
Experience:
Essential:
  • At least 3 (three years’ experiences working in development and implementation at national and or sub-national level in field of public health laboratory for communicable disease
Languages:
  • Expert knowledge of English and Bahasa Indonesia
Skills:
  • Sound understands principle of laboratory public health
  • Understand Indonesian health system
  • Ability to Adapt WHO global guidelines for laboratory related to communicable disease to national context
  • Ability to advocate effectively
  • Ability to identify issues, evaluate evidence, formulate opinions, and make recommendation relate to laboratory
  • Ability to form effective working relationship with government counterpart and key stakeholders
Other Skills (e.g. IT):
  • Work is performed in normal working environment.
  • Computer literacy: Working knowledge on Ms. Word, Ms. Excel, Ms. Power Point
