Background

Jordan has been a member of the International Labour Organization (ILO) since 1956 and has actively engaged in improving labour standards. It has ratified 26 ILO conventions, including 7 Fundamental Conventions, 3 Governance Conventions, and 16 Technical Conventions. These commitments reflect Jordan’s focus on promoting decent work, social dialogue, and labour rights. Key labour market issues in Jordan include high unemployment, especially among youth and women, and challenges related to the employment of Syrian refugees. The ILO supports Jordanian nationals and non-Jordanians including refugees and migrant workers, enhancing social and labour protections, promoting equitable employment conditions and strengthening their equitable participation in the labour markets. The ILO has been a crucial partner in addressing these concerns, working on initiatives aimed at enhancing social protection and creating sustainable jobs.

Objective

This contract aims to enhance the ILO’s outreach to its stakeholders including constituents, donors, partners and communities. By the end of the contract, the following sub-objectives are expected to be achieved:

  1. ILO’s activities and achievements in Jordan are promoted to the stakeholders
  2. ILO’s communications material produced is of the highest quality and impact
  3. ILO’s communication product delivery is timely

Deliverables

The external collaborator is expected to produce the following deliverables to the satisfaction of the ILO and within the communication strategy and the contract timeframe and the allotted working days:

Strategic print content

  • Based on inputs from the country and communication teams, create relevant print content including:
  • 1 annual report and 4 quarterly newsletters outlining results the ILO has achieved and initiatives and events it has undertaken under the Jordan DWCP
  • 48press releases/ media advisories or feature stories
  • 24 pieces of strategic content (impact stories, blogs or op-eds)
  • 12Speeches/talking points for events and speaking opportunities, based on technical inputs provided by ILO specialists
  • Content to promote 4 products (research, projects, etc)

Media

  • 1 database of international and national media outlets, social media influencers, and high-profile contributors present in Jordan.
  • 4 quarterly media monitoring reports outlining media coverage of major ILO initiatives in Jordan by scanning online media for relevant news, interviews and articles.

Website Content

  • 12 Uploads of press releases, videos, human impact stories, events, reports, blogs, briefs and project pages to the country website, following training by the ILO website management team

Audio-visual materials

  • 12 Videos and photographs sets produced in cooperation with a third-party audiovisual supplier, completed to ILO standards and in line with ILO audiovisual guidelines and requirements.
  • Uploads of all produced video sets to ILO YouTube channel and of all produced photos to ILO Flickr account.

Social media and campaigns

  • 48 Posts for ILO social media platforms that are in line with the social media plan while tagging relevant stakeholder and donors
  • 18 Communication campaigns for priority issues, themes, events and publications, including some or all of the following elements: social media, text, audiovisual and designed materials.

Designed materials

  • 18 Designed materials, including reports, factsheets, briefs and similar products, produced in cooperation with a third-party designer, completed to ILO standards and in line with ILO audiovisual guidelines and requirements.

Events and initiatives

  • 1 Individual communication plans for key priority events and initiatives.
  • Attendance at 15 key events to facilitate the production of materials in line with the event communication plan.
  • Attendance at 15 field locations to facilitate the production of materials in line with the initiative communication plan.

Reporting & Duration of Assignment

The external collaborator will work under the guidance and oversight of, and will be in frequent contact with, the Jordan Country Coordinator with the technical support from the Communications and Public Information Unit at the ILO Regional Office for Arab States. Work will be undertaken remotely and in person, depending on the request of the Jordan Coordinator. Frequent travel to field locations is expected. The work is expected to commence on 01 January 2025 and final deliverables will be due on 31 December 2025.

The external collaborator is expected to submit the following reporting material on a monthly basis by the 5th of the month following the reporting month:

  1. Monthly activities report
  2. Produced deliverables and content
  3. Timesheet detailing the number of hours worked each day signed
  4. Travel logbook showcasing the kilometres travelled for work purposes.

Budget and payment terms

The external collaborator will be required to work a total of 50 non-consecutive working days at a competitive daily rate.

The payment schedule is as follows:

  • 1st payment of 25% upon the successful submission of the three monthly reports and the deliverables requested therefrom between 01 January and 31 March 2025 and the consumption of 25% or more of the contract workdays. Due by 30 April 2025.
  • 2nd payment of 25% upon the successful submission of the three monthly reports and the deliverables requested therefrom between 01 April and 30 June 2025 and the consumption of 25% or more of the contract workdays. Due by 31 July 2025.
  • 3rd payment of 25% upon the successful submission of the three monthly reports and the deliverables requested therefrom between 01 July and 30 September 2025 and the consumption of 25% or more of the contract workdays. Due by 31 October 2025.
  • 4th payment of 25% upon the successful submission of the three monthly reports and the deliverables requested therefrom between 01 October and 31 December 2025 and the consumption of 25% or more of the contract workdays. Due by 31 December 2025.

Successful delivery is defined by the provision by the external collaborator of products and services that are approved by the ILO and delivered within a reasonable timeframe.

Qualifications

Applicants should have:

  • Demonstrated UN or development experience for at least 5 years in providing a wide range of high-quality communication and content deliverables – including text, audiovisual and social media content creation, website and design management, and event promotion – to international organizations or other similarly high-level entities
  • Ability to work fluently in both English and Arabic
  • Ability to respect timelines and deliver work of outstanding quality
  • Be an individual/person. Companies are not eligible to apply.
  • Be a legal resident of Jordan.

Intellectual Property: All materials will be considered ILO property.

**Confidentiality:**In addition to the conditions set forth under the Standard Clauses applicable to ILO contracts, the External Collaborator agrees not to utilise, while performing the work contracted for or at any time thereafter, any material gathered or produced under the present contract in any activity that falls outside the scope of the present contract, unless prior written authorization is given by the ILO.

The aforementioned terms constitute an integral part of the contract.

This assignment is a short-term contract that doesn’t lead to any job with the ILO. A contractor is an independent entity that provides services for a short-term period with no expectation of any further engagements.
