Project: Technical Support to the Philippine Science High School (PSHS) In Implementing Post-Development Activities of the Research and Design Challenge Project

Location: Manila, Siargao (San Benito), Cotabato City

Duration: 21 working days

Purpose:

Major activities in the project require professional expertise indocumentation and developing communication media to be presented in different learning and awareness events and meetings.

The Communications and Creative Consultant will provide crucial support to the project team by documenting activities and developing high-quality presentations through good quality photos, videos, and articles that adheres to Action Against Hunger branding and guidelines as well as donor’s branding and standard deliverables.

ABOUT ACTION AGAINST HUNGER’S PROJECT
In the Philippines, access to and availability of safe water and sanitation varies across the regions as well as within the regions themselves. Water supply systems in some of the big cities face water shortages and overall poor water quality during the dry season. While remote and geographically isolated areas lack even more resources and investment to increase access to water and sanitation services.

According to UNICEF, access is highly inequitable across the country, with regional basic water services access ranging from 62%-100%. Access to safe water supply is already at 84.17% but only 58.55% of households have access to safely managed drinking water services according to the Field Health Services Information System in 2021 as published by the Department of Health. Out of its population of 109 million people, 57 million people (52% of the population) lack access to a reliable, safely managed source of water, and 43 million people (39%) lack access to safely managed household sanitation facilities.

In many areas in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) region, water is mainly sourced from unprotected hand pumps, deep wells, springs and even surface water such as rivers. Water facilities in flood prone areas usually become contaminated by flood water, limiting access to potable water. Open defecation and the use of unimproved sanitation facilities persists among the population and access hygiene items are beyond households’ income, especially those who depend on daily wages.

The project will take advantage of the Philippine Science High School’s (PSHS) “Design and Research Challenge” to develop water and sanitation designs integrating climate change information. Engaging high school students in developing cost-effective and sustainable water and sanitation designs will not only contribute to prepare for and mitigate the challenges faced in WASH sector but will increase awareness on climate change related issues among the high school students and find local solutions that can be scaled-up in other regions or globally.

The project is managed by ACTION AGAINST HUNGER in collaboration with the Philippine Science High School. The second part of the project focuses on the advocacy and awareness raising of the project designs to different actors such as local government and private organizations. The deliverables of the consultant are in line with the activities of this part.

Scope of Work

The communications consultant will be working closely with the Head of Project as well as the Communications Officer, both based in Manila. The scope of work are as follows:

  1. Producing quality media and graphic designs (articles, photos, and video presentations) of project activities consistent with Action Against Hunger’s brand and compliant with the donor visibility requirements.
  2. Conduct qualitative interviews with beneficiaries, and/or affected community members, stakeholders, or partners, and produce quality videos and articles for human interest stories.
  3. Performing deliverables following Action Against Hunger’s and donor’s policies in data privacy, code of conduct, logistics, security, Safeguarding, and Gender and Protection.

Coordination

  1. Coordinate with the HOP on the schedule of planned activities and final work plan.
  2. Coordinate with HOP and project staff when interviewing identified beneficiaries.
  3. Coordinate with Communications Officer on project visibility guidelines and minimum requirements.
  4. Coordinate with Security Focal Persons regarding safety and security protocols.

Deliverables

Action Against Hunger will require from the communications consultant the following:

SCOPE 1: 1GAMF

Photo and video coverage and output of student monitoring visit to be held separately in Siargao and Cotabato City (1 day each location)

  1. Minimum 50 high quality photos (25 each location) to be submitted 3 working days after the activity.
  2. Two (2) 5-minute video presentation of the monitoring visit
    1. Draft should be submitted 5 working days after the activity.
    2. AAH will give feedback maximum 5 working days after submission.
    3. Revised video presentation should be submitted 5 working days after feedback.

SCOPE 2: 1GAMD

230 pcs pop-flyer (A4 size) that shows the project designs and activities.

  1. Submit 1 creative brief for approval 3 working days after AAH gives all the designs and activities.
  2. The draft should be submitted 2 working days after approved creative brief.
  3. Final design should be submitted 2 working days after draft has been approved.
  4. Consultant should print sample for approval before printing 230 pcs.
  5. Consultant should print 230 pcs of flyer 3 working days after sample print is approved.

SCOPE 3: 1GANJ

  1. A total of eight (8) human-interest story / feature articles (one for each beneficiary). Articles must be submitted 3 working days after the interview activity:
    1. a minimum of 150 words for each beneficiary
    2. 10 good quality photos for each beneficiary
  2. Eight (8) 3-minute video presentation (one for each beneficiary), and one (1) consolidated 5-minute video presentation.
    1. Furnished videos must be submitted 5 working days after the activity:
      1. MP4 video format
      2. With transcription (Surigaonon/Tagalog depending on subject’s language) and translation to English.
      3. AAH will validate the videos and will send feedback 5 working days after draft was send.
      4. Consultant will send the final validated videos 5 working days after AAH’s validation.
  3. Two (2) video presentations (3-minute and 9-minute outputs) highlighting the following parts:
    1. Design prototypes showcase (based on designs given)
    2. Brief interview of beneficiaries (based on Scope 3: a and b)
    3. Monitoring visit of all stakeholders (based on Scope 1);

Should be submitted 3 working days after all the three activities are.

SCOPE 4: RAW FILES

All raw materials, outputs and editable files must be submitted, including signed consent forms of informants and interviewees.

Timeline of Engagement

Total consultancy days: 21 working days including back-office work.

Interview and Monitoring Visit: Total 6 working days (3 days-Siargao, 3 days- Cotabato City)

Development of communication deliverables: 15 total working days

Working days exclude weekends, unless needed and discussed beforehand.

Obligation of Action Against Hunger

Action Against Hunger will provide:

  1. Relevant documents, data privacy and non-disclosure agreement, primer, code of conduct, PSEA, security in the field relevant program documents.
  2. Consultant will be integrated as part of the project implementation team and will be oriented on the project.
  3. Logistic support (in-land car travel in Siargao and Cotabato City) for field visit/activities
  4. Oversight to consultant.
  5. Payment of the consultant upon successful completion and submission of agreed documents.
  6. Inland travel in Siargao and Cotabato City from office to activity site.

Key Competencies:

The consultant has preferably the following key competencies:

  1. Excellent written and oral communication skills in English, Tagalog, and Bisaya/Cebuano
  2. Working knowledge of Microsoft Office applications, particularly Word, Excel, PowerPoint, etc.
  3. Proven experience photography or videography.
  4. Working knowledge of Adobe Photoshop and photo-video editing software/s.
  5. Familiar with donor communication and visibility guidelines.
  6. Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams.

Conditions:

The following are the conditions for the consultant:

  1. The Consultant should provide his/her own equipment.
  2. The Consultant should provide for his/her own accommodation, meals, flights, and transportation from airport to accommodation and vice versa.
  3. The Consultant should provide their own translator if unable to speak the local language in the areas.
  4. Action Against Hunger is not liable for anything related to the Consultant (damage to equipment, injury, etc.)
  5. All outputs must comply with Action Against Hunger Branding and Visibility Guidelines, and policies on Data Protection, Child Protection, Safeguarding, Gender, and other related policies.
  6. All raw photos and videos, including signed consent forms, must be turned over to Action Against Hunger Communications Department before or upon end of contract.
  7. The consultant should be available to work on weekends if needed, in this case it will be counted as working days.
  8. Consultant should also provide their own translator if unable to speak the local language in the areas
