Communication and Knowledge Management Officer

The ILO seeks to recruit a Project Communication and Knowledge Management Officer at the P2 level to support the implementation of a new Development Cooperation project that will aim to intensify action against forced labour and child labour through innovation. This project is funded by the US Department of Labour (USDOL). The project will be implemented until 30th September 2025.

The project will contribute to achieving the 8.7 Accelerator Lab (8.7 ACC Lab) strategy, which focuses on using acceleration factors for progress on SDG 8.7, building on promising practices and identifying new solutions to end child labour and forced labour globally. 

The project strategy will be guided by four markers, namely innovation, due diligence and transparency in supply chains, strengthening workers’ voice, and social protection. These markers will guide the actions of the project at the global, regional and country levels:

  • The application of digital and technological solutions increasingly provides opportunities to address forced labour and child labour. A global digital platform where countries and stakeholders can share knowledge, good practices and lessons learned on what has worked will be developed. The project will also identify, pilot and roll out existing successful solutions and innovative solutions, including digital ones, to support the fight against forced labour and child labour.
  • In terms of the due diligence maker, the ILO’s Child Labour Platform and Global Business Network on Forced Labour will be supported in their efforts to engage businesses to tackle child labour and forced labour with a focus on promoting due diligence and transparency in supply chains. At the regional level, exchanges of good practices with businesses and key stakeholders, will be supported in view of strengthening businesses’ due diligence processes, and explore the potential of public-private partnerships.
  • In terms of the social protection marker, global dialogues on child labour and forced labour elimination through social protection will be fostered. In target countries, the extension of social protection coverage to vulnerable households will be supported.
  • In terms of the strengthening the workers voice marker, trade unions will be supported in their capacity to organize workers in the informal economy and expand their services, in particular to informal workers. Moreover, capacity building to develop ICTs to prevent or mitigate forced labour and child labour will be supported as well as the identification of good practices to foster their replication.
The project will implement the strategy at the global and regional levels and through actions in four selected priority countries: Malaysia, Ghana, Nigeria and Somalia.

The Project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE).

The FUNDAMENTALS Branch carries out technical cooperation, research and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; the elimination of discrimination in respect of employment and occupation and Occupational Safety and Health. FUNDAMENTALS also currently serves as the secretariat for the Alliance 8.7, a coalition of partners working to achieve SDG target 8.7.
The Communication and Knowledge Management Officer will assist the Project Manager through development and implemenetation of the project’s communication and knowledge-management plan.  S/he will develop and implement a communication plan for the project, looking for innovative ways on communicating and sharing  best practices deriving from the project implementation. The Communication and Knowledge Management Officer will work closely with the GALAB Project Manager, Project Technical Officer, Monitoring and Evaluation Officer, as well as with all the National Project Coordinators in the countries and regions targeted by the project. S/he will support and communicate on the results of the implemented activities and success stories accumulated by the GALAB project in the fight against child labour and forced labour.
Reporting lines:
  • He/she will work and coordinate on a daily basis with the Project Manager of the GALAB Project and in close collaboration with the project’s Technical Officer and Monitoring and Evaluation Officer within FUNDAMENTALS.
  • At the regional and national levels, the incumbent will work in coordination with the National Project Coordinators of the GALAB project and the Regional Specialists.
Description of Duties:
  • Develop and implement communication plans for project-related initiatives, including campaigns, and events organised as part of project implementation. This work will involve messaging, audience targeting and analysis using social media and data-driven techniques, such as infographics and data visualizations, application programming interfaces, other open data efforts and, monitoring the delivery of such products.
  • Promote the GALAB project activities and achievements to the defined audience through project communication materials, production of audio/video materials and their dissemination in relevant digital platforms as well as development of innovative tools identified in the communication plan.
  • Prepare and post content on social media, and managing the accounts to maximise impact.
  • Assist the M&E Officer to produce regularly analytical briefs and other communication materials on the achievements and successes of the project at the global, regional and country levels; share with relevant partners and publish on the Accelerator Lab 8.7 website, and platforms such as Alliance 8.7, ILO child labour page, Child Labour Platform, Global business Platform LP the project good practices, lessons learnt and recommendations for future interventions.
  • Assist project manager and project team to promote linkages and share best practices and lessons learnt by organising knowledge exchange meetings with relevant project staff members, country and regional Offices and other projects.
  • Assist project staff at HQ and country levels on their communication activities; Provide assistance to support the annual World Day against Child Labour and the regional events by contributing to the drafting of news and social media articles, revising and editing information materials and organizing coverage in social media. Collect and compile information for dissemination across various digital and traditional platforms.
  • Assist project staff (HQ + countries) to prepare briefing materials for project staff, prior to their appearance in interviews, at conferences and briefings.  Participate in the organization of seminars, conferences and meetings.
  • Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
  • Contribute to the preparation of the project technical progress reports (TPR) by providing a synthesis of communication activities and impact and also by providing tools to improve the report and make it more explicit and easier to read.
  • Under the guidance of the supervisor, maintain lines of communication and working relationships with relevant ILO units, field offices and external collaborators in relation to campaigns, exhibitions and special events, including active participation in such events for setting up and overseeing them.
  • Any other work, as required by the project manager.
Required qualifications:

Education:

  • First level university degree (Bachelor’s or equivalent) in social science, communications, journalism, international studies or other relevant field.
Experience:
  • Three years of relevant experience in communications, public information, or related fields of work. Experience at the international level supporting communications on child labour and forced labour is an asset.
Languages:
  • Excellent command of English. Good knowledge of French or Spanish would be an advantage.
