POSITION SUMMARY
HIAS is looking for a Communication and Outreach Consultant for operational support to the official webpage for refugees dopomoga.gov.md. The consultant will work in coordination with HIAS Moldova designated person and the Electronic Government Agency (AGE) to enhance the visibility and effectiveness of the platform.
The consultant will closely collaborate with HIAS and AGE to enhance the visibility and impact of the official refugee platform. Responsibilities encompass developing a strategic communication plan, content management, social media oversight, and engaging with stakeholders. The role extends to optimizing the user experience, coordinating outreach events, and building partnerships to broaden the platform’s influence. We are seeking a candidate with a robust background in communication, PR, and stakeholder engagement to contribute to the success of this initiative. The position will be based in Chisinau, Moldova and Moldovas residents are strongly encouraged to apply. HIAS is not offering relocation support for this vacancy.

ESSENTIAL FUNCTIONS
- Develop and implement a comprehensive communication strategy to effectively reach the target audience.
- Generate compelling and informative content for the www.dopomoga.gov.md website.
- Adaptation and publication of relevant information from external resources.
- Update and verify relevant official information and links proposed for the webpage.
- Moderate private announcements related to jobs, services, and other opportunities.
- Translate relevant information for the webpage, including content from public institutions and authorities.
- Engagement with stakeholders to increase awareness and participation in the platform’s activities.
- Oversee and manage social media channels to amplify the platform’s reach and engagement.
- Monitor social media trends and incorporate strategies to enhance online presence.
- Development and implementation of strategies to promote the platform dopomoga.gov.md on social media, cross-platform messengers, and other sources.
- Collaborate on joint initiatives to promote the platform and its services.
- Prepare regular reports on key performance indicators.
- Other activities related to the achievement of the platform’s objectives.
QUALIFICATIONS & REQUIREMENTS
- At least bachelors degree (but Master preferable in communications, journalism, media, marketing or other relevant social fields.
- At least 5 years of professional working experience in communications, journalism, media and marketing or other relevant fields.
- Experience in developing and tailoring communication and writing publications for a wide array of audiences.
- Previous experience in the design of printed and online media outreach materials.
- Previous working experience for a donor funded project in Moldova would be an asset.
- Proven excellent written and verbal skills in Ukrainian, fluency in Romanian and Russian. Good knowledge of English would be an asset.
- Excellent computer skills (MS Office, Outlook, Internet, and others).
- Strong command of communication technologies and applications.
- High level of sensitivity, eloquence and a confident manner communicating in a political context.
- Set of multicultural competence – to understand, appreciate, and interact with people who identify with many different cultures.
- Ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds.
- Ability to work under pressure to meet tight deadlines with excellent time management skills.
- Ability to work on individual responsibility but in close cooperation with the team and superior.
- Problem-solving skills, the ability to negotiate, be a strong team player, and have initiative.
COMPENSATION
This position is for a 6-month period, with the possibility of extension based on performance.
The compensation amount for this position is subject to negotiations during the employment process and depends on the candidates experience and profile.
