The role of the Country Office Communications Unit is to adopt UNDP’s global communication strategy to a local context and the Country Office development priorities. Through the production of high-quality communication materials and innovative use of relevantly targeted communication channels (internal and external), the communications team works collaboratively to position UNDP as a leader in the development arena, promote visibility of UNDP program outcomes/development results, mobilize support for Sustainable Development Goals in the country, and practice delivery as one UN.

UNDP is also seeking to strengthen its position as a trusted partner of the Indonesian government and other stakeholders to address development challenges in different areas, including, but not limited to, environment, climate, health, digitalization, governance, sustainable finance, gender, and social inclusion. An effective communication effort will be needed to position the country office as a thought leader and policy advisor/substantive expert on select development issues that are within UNDP’s mandate.

The CO is also seeking to broaden its outreach and forge wide ranging partnerships, including with the private sector, to advance the country’s development objectives. Strong and effective communication of UNDP’s value-add and the impact of our work is crucial to this effort of building new partnerships and mobilizing resources.

Under the guidance and direct supervision of the Deputy Resident Representative (DRR) the Communications and Outreach Coordinator implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the Country Office communications and publication strategies, which are geared to influence the development agenda, promote public and media outreach, and mobilize political and financial support for UNDP.

Communications and Outreach Coordinator will supervise and lead the communications staff of the country office and maintains a regular working relationship with communication officers within the various projects in the CO. Communications and Outreach Coordinator works in close collaboration with the Programme and Operations teams, staff of other UN Agencies, UNDP Communications Region and HQ staff, government officials, international and local media, subject matter experts, donors, and civil society to ensure successful implementation of UNDP’s communication strategy in the Country Office.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1.Ensures planning and design of internal and external strategies for communications and outreach

  • Planning and elaboration of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc)
  • Development of the CO communications and outreach strategy based on the corporate communications strategy, country office needs and UNDP External Communications Action Plan.
  • Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of UNDP’s development programme.
  • Take the lead in advising the most effective presentation of development of stories and results and monitoring implementation of design for programme and project personnel
  • Gather information for the development of content for the CO website and social media channels including creation of social media content (infographics, social media cards, videos, etc.)

2.Implementation of the country office outreach strategy and plan

  • Lead preparation for promotional activities to position UNDP as a leader within the development space.
  • Increased coverage and understanding of the UNDP’s work in the country or practice area through development and maintenance of media contacts and providing newsworthy information to national public and donors.
  • Increased coverage of UNDP Indonesia activities and results on UNDP Asia-Pacific and UNDP Global websites.
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, and supervision as well as preparation of content for UNDP social media accounts; Twitter and Facebook
  • Development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Forging of a “one UN” image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.)
  • Ensured access for journalists to subject matter experts.
  • Regular newsletter to donors, donor reports, civic education and community awareness where appropriate to support projects
  • Preparation of speeches, presentations and other outreach material for speaking engagements of the senior management , press releases to national and international media on relevant UNDP activities and results.

3. Ensures facilitation of knowledge building and management .

• Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities.

• Monitor practices and CO/programme/project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information including branding and publication guidelines.

• Provide sound contributions to knowledge networks and communities of practice including corporate communications repositories.

• Provide training, consultancy, and advice to UNDP staff on internal and external knowledge management.

• In collaboration with ICT Unit, maintain UNDP’s Intranet on country office activities for internal knowledge sharing; and share relevant knowledge products with external stakeholders through corporate website.

• Work with the Programme teams to ensure all knowledge products are captured, updated, readily available and in the right order, as and when necessary.

• Provision of support from communication and knowledge management in connection with implementation of Country Office Gender and Social Inclusive Action’s Plan

4. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

Institutional Arrangement

Required Skills and Experience

Minimum Education requirements
  • Advanced university degree (master’s degree or equivalent) in communication, journalism, international relations, public administration, or related field is required, or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Minimum years of relevant work experience
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in in public relations, advocacy, or communications.
Required skills
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Knowledge and experience in relevant thematic area
