Fight against corruption emerged as one of the central items in the transformation agenda of Uzbekistan’s newest history, which started with the political transition in 2016. Over this period, the government has taken several steps to improve the institutional and policy framework of anticorruption in the country. Despite positive developments in this area, prevalence of corruption in the public sector remains high, being a major challenge within the broader governance agenda, fuelling inequalities and undermining access to quality public goods and services. Although Uzbekistan has already undertaken several key anti-corruption reforms, it is important to systematize its anti-corruption policy by making it strategic in nature.
The main goal of the Project “Strengthening the National Anti-Corruption Ecosystem in Uzbekistan” is to promote strategic, long-term and multi-dimensional administrative and anti-corruption reforms in Uzbekistan, which are solid, comprehensive, effective, inclusive and fully integrated into national, regional and local development agendas. The Project will achieve this goal through:
- Improving national policy, legal and institutional frameworks, which consolidate the Anti-corruption and Integrity Ecosystem in the country with robust preventive, enforcement and punitive measures, in line with best international practices.
- Strengthening integrity capacities of the regional, district and local government authorities and self-governance bodies, and deploying more dynamic anti-corruption transformations in the regions of Uzbekistan.
- Enhancing civic engagement and collective action for an effective and objective monitoring of the implementation of the National Anticorruption Strategy and greater public awareness to foster zero-tolerance towards corruption.
The main partner of the Project is the Anti-Corruption Agency of the Republic of Uzbekistan. The Project will also cooperate with the Ministry of Justice, General Prosecutor’s Office, GPO Academy, Presidential Administration, National Agency for Social Protection under the President of Uzbekistan, civil society organizations and media.
Duties and Responsibilities
- Develop a project communications strategy/plan, incorporate it with the annual work plans, update it regularly in consultation with project stakeholders, and coordinate its implementation.
- Coordinate implementation of the project’s knowledge management and visibility products.
- Facilitate design and maintenance of the project website/pages and ensure it is up-to-date and dynamic.
- Coordinate development of the project’s promotional and background materials, one-pagers, press releases, press-kits, media advisories, newsletters, brochures, bulletins and others.
- Support the project in incorporating all newly developed project materials for publication, coordinate the work of layout-designers, and maintain digest of news and events about the project.
- Ensure translation of press releases, news, bulletins, web-page follow-up stories in three languages (English, Russian, Uzbek) and provide interpretation services when required.
- Take high quality photos and videos of project-related events for social media posts and stories.
- In collaboration with the Project Manager and relevant project analysts develop articles and success stories on best practices and achievements of the project for UNDP platforms and local, national and international media.
- Ensure common style, design and appropriate usage of information and logo in all printed materials and publications.
- Coordinate preparation and dissemination of promotional materials to ensure project visibility with the main government counterparts, civil society, donors and media.
- Facilitate organization and planning of media coverage, preparation of media kits for project-facilitated round tables, workshops, briefings or any other information events.
- Assist the project in organizing conferences, meetings, presentations, workshops and other project activities related to raising awareness at the local, regional and national levels.
- Assist the project in identifying and establishing partnerships with potential stakeholders, donors, etc.
- Support resource mobilization efforts of the project.
- Facilitate learning and sharing of knowledge and experiences relevant to the project.
- Maintain relations with the UNDP Communication Analyst, other national and international organizations, including the national and local media.
- Submit monthly and quarterly reports to the Project Manager on communications and visibility activities.
- Support the project on promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming).
- Ensure regular communication and coordination with partners, project counterparts, stakeholders, and beneficiaries; and develop and maintain effective mechanisms for integrating and responding to their feedback and insight.
- Support project’s monitoring and evaluation activities, including progress reporting, annual and final reports for donors and other stakeholders.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Completion of secondary education is required.
- Bachelor’s degree in one of the following areas: journalism, public relations, communications, public administration, public policy, economics, development studies or equivalent field will be given due consideration, but it is not a requirement.
Experience:
- Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant work experience in communications for a project or programme implementation, ideally involving international donors.
Required skills:
- Experience with strong communication skills and the ability to analyze and present information in a format that is acceptable to the public.
- Previous experience in developing and implementing communication strategies for organizations or projects.
Desired Skills:
- Strong professional working capacity to use the information and communications technology, specifically including website design and desktop publishing software.
- Experience and knowledge of the current anti-corruption and local governance policies, issues and challenges in Uzbekistan.
- Previous experience with UN projects will be an asset.
Languages:
- Fluency in English and Uzbek (written and spoken) is required.
- Working knowledge of Russian is desirable.
Institutional Arrangement
The Communication Associate works under the direct supervision of the Project Manager and collaborates with the project staff, national partners, other UNDP projects, UNDP CO programme and operations units to exchange information and ensure satisfactory achievement of the assigned tasks.
