Duties and Responsibilities
A. Background: (1) Organisation setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. As part of the Industry and Economy Division, UNEP International Environmental Technology Centre (IETC) works with developing countries to implement sustainable solutions to environmental challenges, with focus on holistic waste management. UNEP-IETC provide technical and advisory support to national and local governments to enhance their use of environmentally sound strategies and approaches. UNEP-IETC also implement in-country demonstration projects using innovative waste prevention and management methods and technologies to improve human well-being, reduce the impact of climate change, increase resilience and create jobs. Working with a wide range of partners and in line with relevant multilateral environmental agreements, UNEP-IETC mission is to serve as a global centre of excellence on environmentally sound technologies with focus on holistic waste management. (2) Purpose: In order to take necessary action to combat waste issues as part of the chemicals and pollution action with climate and nature action under the UNEP Medium-term Strategy 2022-2025, UNEP-IETC needs to involve and encourage general public to take sustainability action to make their lifestyle more sustainable to achieve the SDGs and towards carbon neutral society. While UNEP-IETC continues supporting the Member States and their local governments to develop and implement environmentally sound management of waste, UNEP-IETC has been reaching out to the general public to change people’s behaviour on waste management, through various types of project activities. In order for UNEP-IETC to continue their efforts to conduct outreach activities, UNEP-IETC needs to hire an individual contractor who will be in charge of communication and outreach activities. An individual contractor will plan, arrange, coordinate and organize outreach activities, produce necessary media information and disseminate communication and outreach information. Furthermore, an individual contractor will particularly conduct outreach and communication activities to raise UNEP’s visibility, in particular UNEP-IETC’s and UNEP’s waste programme’s visibility. The basis for action is hinged on the following legislative authorities: • The 2030 Agenda for Sustainable Development, particularly Goals 11 and 12; • Relevant MEAs, such as the Basel, Rotterdam and Stockholm Conventions, Convention on Biological Diversity (CBD), United Nations Framework Convention on Climate Change (UNFCCC), Bamako Convention, Minamata Convention; • The SIDS Accelerated Modalities of Action (SAMOA) Pathway; • UNEP Assembly Resolutions: UNEP/EA.2/Res.7 Sound Management of Chemicals and Waste; UNEP/EA.4/Res.7 Environmentally Sound Management of waste; UNEP/EA.5/Res.4 End Plastic Pollution: Towards an international legally binding instrument; UNEP/EA.4 Res.21 Implementation plan “Towards a Pollution-Free Planet;” UNEA/EA.5/Res. Sound Management of Chemicals and Waste; UNEP/EA5/Res. Enhancing Circular Economy as a contribution to achieving sustainable consumption and production; UNEP/EA.5/Res. Science-Policy Panel to contribute further to the sound management of chemicals and waste and to prevent pollution; and • UNEP Medium-Term Strategy (MTS) 2022-2025 and Programme of Work for 2022-2023. UNEP-IETC functions as the Global Centre of Excellence on Environmentally Sustainable Waste Management and is responsible to lead the development and implementation of the UNEP programme: Towards Zero Waste. B. Duties: (1) Objectives: As part of the UNEP’s effort to communicate UNEP’s waste related action and approaches to the relevant waste stakeholders, the objective of this consultancy is to further develop, plan, coordinate and carry out communication on waste pollution and action that UNEP-IETC is taking. (2) Output expectations: Communication strategies and revised #BeatWastePollution communication (3) Performance indicators: The number of access to #BeastWaste Pollution as well as #UNEP-IETC C. Specific tasks and responsibilities: The consultant will work directly with and will be supervised by Head, International Environmental Technology Centre, Industry and Economy Division of UNEP and Chief, Public Advocacy and Communication Unit, Communication Division. The tasks of the consultant are: 1. Mobilize resource and partnerships for waste pollution action communication; 2. Build #BeatWastePollution communication within the larger #BeatPollution communication platform; 3. Maintain and update UNEP IETC website and as necessary upload information and documents in the website; 4. Carry out social media communication as it relates to IETC; 5. Coordinate launch and communication of latest UNEP science and evidence on waste pollution, including the launch of the related publication to the Global Waste Management Outlook 2024; 6. Collate and coordinate communication of best practices, case studies, and stories of leadership to inspire action for waste pollution, which will also be accommodated in the UNEP waste knowledge sharing platform; 7. Coordinate communication for the observance of the Zero Waste Day; 8. Develop networks and outreach mechanisms to amplify communication on waste pollution action, including UNEP’s collaborating and supporting organisations such as Institute of Global Environmental Strategies and Global Environment Centre Foundation; 9. Backstop regions and countries to communicate on waste pollution action communication from the global perspective; 10. Identify and guide integration of communication and messaging on waste pollution action communication in global events; 11. As requested, organize public awareness events to communicate waste related information; and 12. As necessary, organise design of relevant UNEP publications and format them in accordance with the UNEP Publication Policy.
Qualifications/special skills
Education: Graduate degree in the field of environmental management, geography/anthropology, journarism, communication, environmental economics, environmental policies and strategies, and other environmental areas. Professional Experience: At least 2 years of professional experiences in communication on environment, waste communication and outreach, waste good practices information management and other waste related fields.
Languages
Demonstrated capacity to write UN communication materials in English.
