The “Green Job Creation through Recycling and Upcycling in Pokhara Metropolitan City (GCRU) project” is designed to promote green economy by establishing recycling/upcycling enterprises based on the model of the circular economy against the ongoing ‘throw away’ approach, thereby increasing green jobs and reducing the pollution and environmental impact of the solid waste. Similarly, a cleaner city will have a big positive impact primarily on tourism business in Pokhara. This objective will be achieved through three interlinked areas of interventions: 1) policy and coordination, 2) promotion of RU enterprises, and 3) empowering communities for increased awareness and community level RU initiatives.

The project aims to become a model example of a successful public-private partnership, which would encourage the rest of the province and other municipalities to follow the Green Economy approach. Waste management, environmental protection and jobs creation are emerging challenges of Nepal’s urbanization. The project will also offer a sustainable solution to address these challenges and contribute to operationalize federalism by strengthening the capacity of the local government in line with the spirit of the constitution. This project directly contribute to SDGs Goal 1, SDGs 8, SDGs goal 11 .6 – Proportion of urban solid waste regularly collected and with adequate final discharge out of total urban solid waste generated, by cities and Goal 12.5 – By 2030, substantially reduce waste generation through prevention, reduction, recycling and reuse. The project will also contribute to achieve waste related targets of Nepal’s second Nationally Determined Contributions (NDCs). Targets that are directly relevant are 1) by 2030, create an enabling environment for both public and private sector to treat industrial and municipal waste, including faecal sludge, 2) By 2030, adopt and implement waste segregation, recycling and waste-to-energy programs in at least 100 municipalities, 3) By 2030, the burning of healthcare waste in 1,400 healthcare facilities will be prohibited by proper management of healthcare waste through the application of non-burn technologies, 4) Promote the 3Rs (Reduce, Reuse, Recycle) approach to waste management, along with source segregation and management of degradable and non-degradable waste, 5) Focus on co-production of energy and organic fertilizer from solid waste, wastewater and faecal sludge.

Enabling policy environment for incentivize existing and potential RUs will also encourage communities and the public to proactively contribute to minimize the burden of waste management by source segregation and increased source recovery. Learning and educational platforms like Green Venture Zone would respond to the learning needs and innovation for RUs required to complement opportunities created by an enabling policy environment. Community level RU groups created as a result of sustained public awareness and skill development would perfectly complement with the Green Venture Zone. These groups could be the direct beneficiaries of the GVZ incubation and educational programmes, and a foundation to supply necessary raw materials (refined and cleaned materials) for the RUs promoted by GVZ.

The Communication and Monitoring and Evaluation Analyst will report to and work under the supervision of the Project Manager. S/he will be responsible implementation and quality assurance of communication, monitoring and evaluation of project activities in tandem with project team, PMC and other stakeholders.

Duties and Responsibilities:

Under the direct supervision of Project Manager, the key responsibilities of the Communication, Monitoring and Evaluation Analyst will support to implementation of monitoring and evaluation tools and standards, support evaluation process, and facilitate knowledge building and knowledge sharing on monitoring and evaluation.

Key Tasks and Responsibilities of Communication, Monitoring and Evaluation Analyst are:

Design and Implement M&E System and database management:

  • Develop and implement M&E plan of project to generate regular information related to progress of the project.
  • Take the lead role in ensuring overall quality assurance, design and maintenance of the project website/webpages and ensure it is up-to-date and dynamic.
  • Develop common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process.
  • Conduct regular monitoring to project’s interventions to ensure the quality delivery of inputs and contribute for generating expected results.
  • Liaise with project management to collect and analyze data and to determine progress achieved and track project’s output and outcome level results on the periodic basis in close coordination with project team, PMC as well as with IPs.
  • Review and compile monitoring reports, project progress reports, evaluation reports, photographs, case studies video documentaries, power point presentation, etc.
  • Update and maintain the project database, support on baseline data collection.
  • Provide technical support to project staff on implementing M&E plan and logical framework and work closely with implementing team for enhancing their capacity for proper data collection and reporting.
  • Organize, facilitate and participate various events such as meetings, workshops, conferences, and seminars and internal and external monitoring mission.
  • Contribute to design TOR, training materials, communication materials related to project and M&E System.

Communication

  • Develop a project communications strategy/plan, engagement plan and operational plan.
  • Coordinate the dissemination, publication, implementation of knowledge management outputs of the project.
  • Prepare briefings notes, communicating key project results in an accessible format.
  • Work with stakeholders to prepare communications and visibility materials including success stories, press releases, infographics, and other relevant visibility products.
  • Lead to plan and implement public awareness activities including electronic as well as social media usages across all project components.
  • Develop IEC material brochures, including communication material with images, key facts, and success stories for public consumption.
  • Create good working relationships with the media (social media, newspapers and journals, radio, and television).
  • Coordinate with UNDP communications focal points to collaborate on communications products and disseminate materials on relevant websites, social media feeds, etc.

Reporting, Documentation and Knowledge Management

  • Produce quarterly progress report, annual progress report and the M&E progress report and submit to supervisor.
  • Assist project team to prepare period reports of project through providing M&E related information, synthesis of data.
  • Collate, consolidate and prepare reports, updates, portfolio analysis and databases and factsheets on the M&E and project activities.
  • Collect and/or assist to collect case story, best practice documentation, lesson learn; and update and manage those information in project’s reports and other knowledge products.
  • Review field level assessment reports, baseline studies and evaluation reports and ensure that reports from partners/consultants are complete and meet the quality requirements.
  • Work closely with the project to ensure that lessons learned from project evaluations are documented properly with specific focus on results, impact and the final outcomes.
  • Extract lessons learnt, share knowledge and disseminate good practices, and formulate recommendations to improve overall programme planning, implementation and evaluation.
  • Support to development of Terms of Reference (TOR) for project from communication and M&E lens
  • Take a lead to prepare news coverage, social media coverage, press release, talking points, briefing sessions, interviews.

Gender and Social Inclusion ( GESI)

  • Set out monitoring indicators from GESI perspective and ensure the field date are well captured following the indicators.
  • Ensure project approaches and monitoring and reporting system reflect on gender and social inclusion results; and project team, build capacities for GESI analysis through tailored support provided in coordination with UNDP GESI unit.
  • Ensure meaningful participation of women, dalit, janajati and people with disability in all stage of project cycle.
  • Provide advice and guidance on strategic and policy issues to strengthen gender & social inclusion initiatives during planning and implementation.
  • Prepare GESI report with detailed analysis
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices;
  • Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Required Skills and Experience:
Education:
  • Advanced university degree (Master’s degree or equivalent)  in Social Sciences, Economics or Management, Mass Communication, Gender Study or any relevant fields is required. Or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Advanced University degree
Experience:
  • Up to 2 years experience (with masters degree) or minimum of 2 years (with bachelors degree) in communication, monitoring and evaluation in development sectors or other relevant field is required.
  • Sound knowledge and experience on writing reports, quantitative and qualitative data collection and analysis.
  • Experience working with Monitoring and Evaluation tools and managing database software;
  • Proven experience with results-based planning, designing and implementation of M&E systems, M&E methods and approaches and data/information collection, analysis and reporting is desired.
  • Practical knowledge and experience in gathering GESI disaggregated data and translating those data into evidence for reporting is an asset.
  • Knowledge and experience in monitoring and evaluation, data collection and analysis, and reporting is desired.
  • Hands on experience in data management and analysis with mastering in operating data management software; SPSS, Strata, Power BI etc. is an advantage.
  • Proven experience of working on project communications including developing IEC Materials will be an asset.
  • Experience working with local government will be an added advantage.
