Under the leadership of the regional office in Dakar and closely linked to interventions in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2018 by responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the region. ‘Adamaoua. Currently, DRC operates a regional office in Meiganga and two secondary offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding sustainable solutions for the most vulnerable, using the holistic scaling approach to improve both protection and the economic recovery situation. Interventions include the identification of main protection risks and conflicts between populations in order to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Roving Team (EMPACT) established the DRC program presence in the South West region in late 2018 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, beginning humanitarian activities in January 2019. DRC operates in Meme and Fako divisions, with an office in Buea. Programming focuses in rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protection environment and providing income generation opportunities.

Purpose

  • DRC is looking for a Communication & Reporting Trainee to work within the consortium coordination team composed of a Chief of Party, a MEAL Specialist, and a Finance Specialist enabling the coordination of INGOs DRC, NRC , ACF and CARE (CMR and RCA) for the implementation of an ambitious program aimed at encouraging the implementation of participatory sustainable solutions to displacement situations in the border areas of Cameroon and the CAR. This program funded by the European Union will supervise the implementation of a consortium whose objective is to directly contribute to sustainable, diversified and localized solutions to displacement situations in Cameroon and the CAR, relying on mechanisms of community and local governance sensitive to environmental protection and conflict.
  • Under the supervision of the Chief of Party, the Reporting & Communication trainee will take care of entering partner accounting into Dynamics, provide support on internal and external communication as well as on the quality and consistency of reporting within the company. he program management unit for this 42-month initiative. For this, the Reporting & Communication trainee must have the opportunity to participate in monitoring the program, measuring its overall results by working in synergy with the MEAL Specialist, the Finance team of the consortium unit and the partners.
  • In this capacity, he/she also participates in the preparation of quarterly and annual closings, monitoring of third party accounts, and monitoring of the archiving of supporting documents and compliance with the rules and obligations of the EU Lessor and the legal framework. Cameroonian. He/she participates in the preparation of budget monitoring, financial reports and cash flow requests at the consortium level under the supervision of the Chief of Party.

Role and responsibilities

Under the direction of the Chief of Party, the Communication & Reporting Trainee will have the following responsibilities:

  • Enter accounting entries (cash and bank) quarterly into DYNAMICS (DRC Information System), ensuring that all required fields are completed correctly and consistent with the DRC chart of accounts;
  • Participate in the review of the quality and consistency of reports to the lessor and/or activity reports

Support the Chief of Party in monitoring the program:

  • Active participation in regular updates on activities
  • Participation in the BFU (Budget Follow-up) review in conjunction with the Finance Specialist
  • Participate in the preparation of supporting documents requested during audits.
  • Support the MEAL Specialist in all their capitalization responsibilities.
  • Support the capacity building of field teams and partners (activity reports, reports to the donor, etc.)
  • Monitoring the narrative and financial reporting schedule
  • Write and/or revise communication and advocacy elements based on information provided by national teams and those of partners, in accordance with the priorities defined with the Chief of Party.
  • Ensure the proper implementation of the communication plan developed with the DUE and propose ideas and innovations on external communication.
  • Oversee the grants component of the DRC Dynamics system.
  • Support the DRC CMR program manager in his daily tasks, according to the needs and priorities defined with the Chief of Party (meeting reports, revision of the ToR).
  • Active participation in all project review meetings.
  • Manage report archives through DRC’s internal system, Sharepoint.

Required Qualifications

  • A postgraduate degree/university degree (bachelor’s or master’s degree) in international development/development studies, international relations, economics, political science/public affairs, business administration or management, or other relevant field is required;
  • Proven experience and capacity in operational management;
  • Excellent communication and interpersonal skills, with a well-developed ability to motivate;
  • Perfect professional command of the French language (80% of professional communication in this position will be in French, including almost all communication within the country office);
  • Mastery of the English language, both written and spoken;
  • Understanding of the different contexts of the Central Africa region;
  • Excellent computer skills (MS Office, Internet), advanced mastery of Excel and communication and even mapping software are required;
  • High organizational skills.

General regulations 

  • The employee must follow DRC’s security, confidentiality and ethical guidelines, including the Code of Conduct and Humanitarian Accountability Framework
  • The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
  • The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
  • The employee must not grant media interviews or post photos related to DRC programs or share other materials without receiving prior authorization.
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
