Under the leadership of the regional office in Dakar and closely linked to interventions in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2018 by responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the region. ‘Adamaoua. Currently, DRC operates a regional office in Meiganga and two secondary offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding sustainable solutions for the most vulnerable, using the holistic scaling approach to improve both protection and the economic recovery situation. Interventions include the identification of main protection risks and conflicts between populations in order to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Roving Team (EMPACT) established the DRC program presence in the South West region in late 2018 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, beginning humanitarian activities in January 2019. DRC operates in Meme and Fako divisions, with an office in Buea. Programming focuses in rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protection environment and providing income generation opportunities.
Purpose
- DRC is looking for a Communication & Reporting Trainee to work within the consortium coordination team composed of a Chief of Party, a MEAL Specialist, and a Finance Specialist enabling the coordination of INGOs DRC, NRC , ACF and CARE (CMR and RCA) for the implementation of an ambitious program aimed at encouraging the implementation of participatory sustainable solutions to displacement situations in the border areas of Cameroon and the CAR. This program funded by the European Union will supervise the implementation of a consortium whose objective is to directly contribute to sustainable, diversified and localized solutions to displacement situations in Cameroon and the CAR, relying on mechanisms of community and local governance sensitive to environmental protection and conflict.
- Under the supervision of the Chief of Party, the Reporting & Communication trainee will take care of entering partner accounting into Dynamics, provide support on internal and external communication as well as on the quality and consistency of reporting within the company. he program management unit for this 42-month initiative. For this, the Reporting & Communication trainee must have the opportunity to participate in monitoring the program, measuring its overall results by working in synergy with the MEAL Specialist, the Finance team of the consortium unit and the partners.
- In this capacity, he/she also participates in the preparation of quarterly and annual closings, monitoring of third party accounts, and monitoring of the archiving of supporting documents and compliance with the rules and obligations of the EU Lessor and the legal framework. Cameroonian. He/she participates in the preparation of budget monitoring, financial reports and cash flow requests at the consortium level under the supervision of the Chief of Party.
Role and responsibilities
Under the direction of the Chief of Party, the Communication & Reporting Trainee will have the following responsibilities:
- Enter accounting entries (cash and bank) quarterly into DYNAMICS (DRC Information System), ensuring that all required fields are completed correctly and consistent with the DRC chart of accounts;
- Participate in the review of the quality and consistency of reports to the lessor and/or activity reports
Support the Chief of Party in monitoring the program:
- Active participation in regular updates on activities
- Participation in the BFU (Budget Follow-up) review in conjunction with the Finance Specialist
- Participate in the preparation of supporting documents requested during audits.
- Support the MEAL Specialist in all their capitalization responsibilities.
- Support the capacity building of field teams and partners (activity reports, reports to the donor, etc.)
- Monitoring the narrative and financial reporting schedule
- Write and/or revise communication and advocacy elements based on information provided by national teams and those of partners, in accordance with the priorities defined with the Chief of Party.
- Ensure the proper implementation of the communication plan developed with the DUE and propose ideas and innovations on external communication.
- Oversee the grants component of the DRC Dynamics system.
- Support the DRC CMR program manager in his daily tasks, according to the needs and priorities defined with the Chief of Party (meeting reports, revision of the ToR).
- Active participation in all project review meetings.
- Manage report archives through DRC’s internal system, Sharepoint.
Required Qualifications
- A postgraduate degree/university degree (bachelor’s or master’s degree) in international development/development studies, international relations, economics, political science/public affairs, business administration or management, or other relevant field is required;
- Proven experience and capacity in operational management;
- Excellent communication and interpersonal skills, with a well-developed ability to motivate;
- Perfect professional command of the French language (80% of professional communication in this position will be in French, including almost all communication within the country office);
- Mastery of the English language, both written and spoken;
- Understanding of the different contexts of the Central Africa region;
- Excellent computer skills (MS Office, Internet), advanced mastery of Excel and communication and even mapping software are required;
- High organizational skills.

- The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
- The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
- The employee must not grant media interviews or post photos related to DRC programs or share other materials without receiving prior authorization.
- The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.

Updated Technical Unit structures will have new roles with clearer mandates. The Global Practice Lead is a new leadership role introduced by this change process. Economic Recovery and Development Technical Unit (ERD TU) The ERD TU is a dynamic team of more than 30 professionals responsible for supporting the development, implementation, and monitoring of client-centered economic wellbeing (EWB) programs. These include, but not limited to, cash and voucher assistance (CVA), agricultural & climate-resilient livelihoods, financial inclusion, and employment (including self-employment) promotion across emergency, recovery and resilience programming contexts. The TU’s technical assistance to this wide variety of programs ensures quality and use of evidence-based practices promotes innovation, diversity, equity, and inclusion and drives data-based management and decision making, with a focus on promoting local partnerships, to achieve positive change in people’s lives. Job Overview  The Global Practice Lead (GPL) in Agriculture and Food Systems (AFS) is the organizational leader for climate resilient agriculture and food systems programming for the Crisis Response, Recovery and Development (CRRD) department and is a core member of the ERD TU’s leadership team. They are responsible for devising and leading strategies to raise the quality, impact, and scale of IRC’s AFS programming.  The GPL will ensure the scope, quality and relevance of global technical standards, including the generation and promotion of evidence in their technical area. The GPL will closely collaborate with Regional Leads, Technical Advisors, and Technical Coordinators in promoting technical best practice in CRRD programming. They will facilitate TU-led and high-impact strategic business development by providing excellent technical insights and developing and maintaining strategic relationships and networks. In line with the Economic Wellbeing (EWB) strategy, the GPL will lead strategic planning for the AFS practice area. The GPL reports into the Senior Director, ERD TU, and will manage highly specialized agricultural and food systems experts/specialists to lead the generation and use of evidence and best practices in TU-led strategic projects.   Major Responsibilities  Strategy, Program Design and Business Development •Act as the organizational leader for CRRD in AFS programming internally and externally •Lead strategic direction and Delivery Planning for AFS programming in line with the EWB strategy •Responsible for identifying global areas of programmatic risk in AFS programming and elevating issues to Regional Leads and TU leadership  •Collaborate with other GPLs (specifically the Nutrition GPL) to promote integrated program designs within ERD and across all IRC sectors that increase scale and deepen impact •Lead Technical Unit led global business development for AFS programming and support strategic project level proposals •Lead coordination with AMU to drive fundraising from Public and Institutional donors and with ER to drive fundraising from Private donors to meet strategic priorities related to AFS programming at IRC. •Oversee TU-led strategic AFS awards, working closely with regional Technical Advisors as applicable and the Grant Operations and Analytics Team •Line manage global agriculture and food systems specialists, TU-led Project Directors as applicable, and co-manage shared staff (e.g in Social Protection, and Anticipatory Action) with other GPLs.  Global Practice Implementation Support •Responsible for drawing on evidence-based best practice to provide technical oversight of IRC’s global AFS technical standards, methodologies, and tools  •Accountable for the development of a limited number of high-value tools and methodologies to better integrate cross-cutting issues into AFS programs (e.g., gender equality, diversity and inclusion, climate adaptation, etc.). •Accountable for establishing information and knowledge management systems that support Regional Leads and Technical Advisors stay up to date on global technical standards, methodologies, and tools •Establish competency framework for AFS and work closely with Regional Leads to driving uptake of evidence-based practice •Demonstrated experience in sectoral strategy design and planning •Experience with sectoral policy and advocacy efforts and campaigns for change (as relevant) •Excellent communication, influencing, and storytelling skills  •Excellent management and leadership skills including coaching, mentoring, and performance management •Demonstrated ability to identify
