UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA Supports: -Reproductive health care for women and youth in more than 150 countries – which are home to more than 80 per cent of the world’s population -The health of pregnant women, especially the 1 million who face life-threatening complications each month -Reliable access to modern contraceptives sufficient to benefit 20 million women a year -Training of thousands of health workers to help ensure at least 90 per cent of all childbirths are supervised by skilled attendants -Prevention of gender-based violence, which affects 1 in 3 women -Abandonment of female genital mutilation, which harms 3 million girls annually -Prevention of teen pregnancies, complications of which are the leading cause of death for girls 15-19 years old -Efforts to end child marriage, which could affect an estimated 70 million girls over the next 5 years -Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster -Censuses, data collection and analyses, which are essential for development planning.

Context

Papua New Guinea (PNG) is a country with a high total fertility rate and a resultant growing working-age population. About 60 per cent of the PNG population is below 25 years old. It has a high maternal mortality ratio of 171 per 100,000 live births, among the highest in the world. It has a low contraceptive prevalence rate of 24.1 per cent, a high unmet need for family planning at 30 per cent, low coverage of skilled birth attendance, and a high HIV epidemic prevalence at 0.8 per cent. PNG has one of the highest rates of gender-based violence in the world. About 63.9 per cent of women in PNG have experienced physical, sexual or emotional violence by their spouse (PNG Demographic and Health Survey 2016). About 57 per cent of these women were injured due to spousal violence. COVID-19 made this bad situation worse, increasing community tensions COVID-19-related like mistrust and fear, which highlighted possible risk factors for elevated rates of sorcery-related violence. In Papua New Guinea (PNG), UNFPA is starting implementation of its 7th Country Programme of Support to the country, the Medium-Term Development Plan 4, UNFPA’s 2022-2025 UNFPA Strategic Plan, the global Agenda 2030, and the UN Sustainable Development Cooperation Framework. The 7th Country Programme Document (CPD) contains 5 outputs, of which two are focused on addressing Gender Based Violence (GBV) and transforming gender and social norms. UNFPA has mobilised resources from Korea International Cooperation Agency (KOICA) and the European Union (EU) on the two gender outputs which require the services of a Communications Expert. In view of the above, UNFPA is seeking to recruit an International UNV- Communications Specialist to lead and facilitate development and implementation of the communications strategy for UNFPA’s, KOICA and EU funded GBV programs.

Task description

Within the terms of the organization’s delegated authority, and under the direct supervision of the Technical Specialist GBV/SARV, the UN Volunteer will undertake the following tasks: • Assist in the development and implementation of the communications strategy for UNFPA PNG GBV funded programs by KOICA and EU, with focus on digital communication and production of advocacy materials, among which Design and Creative Support.

• Develop visually engaging documents, newsletters, brochures, flyers, invitations, posters, and creative infographics that effectively showcase UNFPA’s achievements across various platforms including social media, website, and print.

• Conceptualize and produce creative advocacy designs to promote visibility for UNFPA, KOICA and EU.

• Lead and support the design process for reports and presentations, ensuring they are tailored for printing, electronic distribution, and live delivery.

• Design event invitations incorporating relevant imagery and supplementary materials to enhance engagement.

• Generate innovative ideas for print, web, and interactive presentations.

• Provide graphic and technical solutions for the utilization of new media platforms, including the layout and design of PowerPoint presentations as necessary.

• Contribute with design expertise to proposals and pitch presentations, enhancing visual appeal and clarity of messaging.

• Provide input into the development of donor communication materials, ensuring alignment with organizational branding and messaging strategies.

• Capture comprehensive high-quality photo and video coverage of all events and field activities, ensuring thorough documentation; maintaining high-resolution photos capable of reproduction across print, multimedia, and online platforms; and prepare and optimize photos and videos for effective use on social media platforms to enhance engagement and outreach.

• Create diverse materials for websites and television, including short documentaries, interviews, animations, and event coverage.

• Establish and maintain a systematic catalogue of consent forms corresponding to captured photographs and videos.

• Provide high-quality footage suitable for both broadcast and non-broadcast productions, meeting industry standards.

• Conduct thematic interviews with project partners, beneficiaries, and other stakeholders, capturing compelling narratives and insights.

• Contribute actively to joint Communications initiatives, including for the joint UN Joint programme – “Soim Wokabout”.

• Perform any other task as may be required.

• Set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training while working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs).
Required experience

5 years of experience in

• Experience in communication and creative designs preferably in a development context.

• Proficient in Microsoft Office or Google Workspace, and web design softwares, with advanced skills in Adobe Creative Suite applications such as InDesign, Illustrator, Photoshop, and Premiere.

• Excellent drafting skills, with experience in advocacy or promotion. Convey messages in a very simple, yet inspiring way.

• Fully proficient in English. Working knowledge of Kinyarwanda and French would be an advantage.

• Be capable of taking initiative and cope under pressure.

• Be organized, have leadership qualities and be a team player.

• Excellent skills in photography and video editing.

Languages

English, Level: Fluent, Required French, Level: Working knowledge, Desirable

Required education level

Master degree or equivalent in Communication and creative designs preferably in a development context.
