The person will provide technical advice and support the execution of communication activities related to the above-mentioned project. The Communications Analyst will work closely with the project’s Local Coordinators in Congonhas (MG) and with the Programme and Communications teams at the UN-Habitat office in Rio de Janeiro, with UN-Habitat headquarters, with staff from other UN agencies, with government officials, with the media, with multilateral and bilateral donors and with civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat is starting a project with the municipality of Congonhas, Minas Gerais, in cooperation with the Municipal Planning and Management Department. This project aims to revise the Master Plan and develop the city’s Mobility Plan. To achieve the proposed objective, the “Congonhas 2030+2” project is designed to strengthen public capacity and promote a culture of transparent decision-making based on data and information. This will be achieved through diagnostics, analysis, training and the drafting of plans. The Master Plan and the Mobility Plan will be drawn up with the participation of society, configuring them as social pacts that take into account its interpretation of the strengths, potential and challenges of the city’s spaces, seeking to improve the population’s quality of life. In order to properly implement the project, as well as UN-Habitat’s mandate in Brazil, UN-Habitat is looking for a Communications Analyst. Report to UN-Habitat Manager The Communications Analyst reports to the project Coordinator and to the National Officer for Brazil, who will evaluate him/her. Responsibilities 1. Communication and publicity/advocacy strategies and plans • Carry out assessments of the project’s communication needs, including strategic communication plans, projects, programmes and initiatives; • Implement specific communication strategies for the various stakeholders (UN agencies, partners and local communities), according to their specific characteristics and needs, and in line with the strategy defined by UN-Habitat Brazil; • Organise workshops, meetings and events with stakeholders and inhabitants, with the aim of producing communication materials with a participatory approach; • Support the organisation of advocacy campaigns, events, training, workshops and knowledge products; • Preparing the project timeline and production schedule for communication activities; • Supporting the design of the project’s visual identity, together with UN-Habitat Brazil’s Communications Coordinator, Programme Coordinator and project partners, among others; • Coordinating all the project’s communication activities with the local and Brazilian team; • Supporting the work of the communications team in Brazil; • Carry out other tasks that may be requested by supervisors. 2. Advocacy, launches and campaigns • Develop, implement and disseminate communication products, including leaflets, press releases, campaigns, social media posts, audiovisual materials and others. This work will be done with the support and guidance of UN-Habitat Brazil’s Communications Coordinator; • Ensure compliance with headquarters and regional office guidelines for branding, writing and design materials; 3. Publicity, media and partner relations • Prepare and disseminate regular information about the project to the public, partners and beneficiaries; • Identify local media and use them to publicise the project; • Carry out field trips with the media and other visitors to support UN-Habitat and its work, when requested; • Ensure journalists have access to experts in the field; • Maintaining an established network of contacts for sharing general information and keeping up to date on issues related to the partnership; • Maintaining a regular clipping of project activities; • Covering events with the participation of the programme team, including photographic coverage; • Supervising and analysing events, public opinion and press coverage in order to identify problems and trends and provide information to the programme coordinator on appropriate actions/responses to issues of interest to the office; • Liaise with and support the Municipality of Congonhas team when necessary; • Participate in missions as requested. 4. Online presence • Provide new content and write articles for UN-Habitat’s global and regional websites, as well as for the “UN Brazil” website, based on corporate requirements and coordinate continuous updating; • Produce and publish human interest stories, event coverage and related content to feed the web pages and social media; • Provide new content about the project to UN-Habitat’s social media accounts, in accordance with the corporate social media policy. • Manage enquiries about the project via social media platforms; • Produce regular reports on social media indicators and web pages on the project’s actions. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Education: ● Bachelor’s degree in Communication, Journalism, Public Relations or related areas. ● Postgraduate degree (Lato Sensu or Stricto Sensu) in Communication, Journalism, Urban Studies, Public Policy, Human Rights, Social Sciences, Development Studies or related areas, or 4 (four) years’ experience relevant to the position, in addition to the requirement. Experience: ● Four (4) years of relevant experience in professional communications at the national or international level in progressively responsible roles. ● Experience with local government and/or civil society and advocacy initiatives is required. ● Experience in media relations and in managing and producing content for social media is required. ● Professional experience in designing and conducting participatory activities is desired. ● Experience in event planning is required. ● Previous experience of working in the Brazilian context is required. ● Professional experience in developing Master Plans and/or Mobility Plans is desired. ● Experience with alternative and participatory digital methodologies is desirable. ● Familiarity with and interest in urban issues and the Organisation’s global urban agenda is desirable. Competences: ● Excellent writing and proofreading skills in Portuguese. ● Proficiency in Office Package (MS Word, Excel, Powerpoint) is required. ● Knowledge of Outlook, Microsoft Teams and Google (Gmail, Drive, Docs, Sheets and Forms) is required. ● Mastery of online event and conferencing tools is required. ● In-depth knowledge and understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) is highly desirable. ● Previous experience using software such as the Adobe suite (especially Illustrator, inDesign and Photoshop) is desirable. ● Experience in photography and basic skills in video editing and production will be considered a plus. ● Previous experience working with the public sector and NGOs will be considered a plus. ● Experience related to the UN and/or any other international agency is an asset. Knowledge Management ● The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ● The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ● The person must know the files of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ● The person will prepare databases related to the project running. ● The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ● The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies ● Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ● Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ● Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ● Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information
Remuneration (SB-3/3): BRL 6.360,64 (net amount). Travel details The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
