Over 40 years, UNDP has been assisting Viet Nam’s successful transition from war to recovery, from centrally planned to a market economy with a high level of international integration, from poor to low middle-income status, in achieving Millennium Development Goals (MDGs) and now Sustainable Development Goals (SDGs).
In close cooperation with other UN agencies under the UN Deliver as One Initiative, UNDP Viet Nam works closely with the Government of Viet Nam, line ministries and local governments, Party and National Assembly, and related commissions. We also work with the private sector, national think tanks, and civil society organizations at various levels as partners to contribute towards SDGs.
- Our services to the country include capacity strengthening support, technical assistance, and policy advice on a wide range of priority Governance and Participation issues related to Sustainable Development Goal 16 on Peace, Justice and Strong Institutions. SDG 16 is of key importance to national stakeholders, who understand the importance of strong and inclusive institutions as a bedrock for sustainable development. This includes strengthening the rule of law and access to justice, bolstering transparency, accountability and anti-corruption, advancing inclusion, participation and responsive governance, and addressing the legacies of war. These shared objectives between UNDP and national partners are pursued in an inclusive way, ensuring the participation and priorities of vulnerable groups such as women, youth, persons with disabilities and ethnic minorities.
- The vision of UNDP’s Governance and Participation Team (GPT) is to support the Government of Viet Nam to accelerate the achievement of SDG 16 thereby underpinning more inclusive, just and equitable growth and development.
- The Communication Analyst reports to the Assistant Resident Representative (ARR)/ Head of the Governance and Participation Unit. For activities related to KVPVP communication, the Communication Analyst reports to the Programme Manager of KVPVP.
Duties and Responsibilities
- Under the supervision of the Assistant Resident Representative (ARR)/ Head of the Governance and Participation Unit, the Communications Analyst is responsible for strategic communications of UNDP Viet Nam’s Governance and Participation portfolio, including effective engagement and outreach with government counterparts, the media, the public and international development partners. The Communication Analyst closely advises the ARR on public messaging and outreach to advance the strategic objectives of UNDP’s Governance and Participation portfolio.
- Advisory support and strategic communications and advocacy on priority Governance and Participation issues and themes
- Advise the ARR, other GPT members, and UNDP Senior Management on public messaging related to priority and emerging governance issues in Viet Nam.
- Generate regular key messaging to inform GPT and UNDP Senior Management discourse and narrative, in social media and other forms of public engagement, to leverage a collective voice on Governance and Participation in a changing socio-political and economic context.
- Advise the ARR on her social media usage, helping manage social media accounts in English and Vietnamese.
- Proactively identify communication and engagement opportunities to advance core UNDP Governance and Participation objectives, including participation in conferences, media interviews, roundtables, and other forums, both at national and provincial level.
- Review and provide feedback on key speeches, public statements and op-eds delivered by the ARR and UNDP Senior Management related to Governance and Participation.
- Prepare articles, press releases, human-interest stories, and other advocacy/information materials to further GPT’s work through both web-based and traditional media, as appropriate.
- Support capacity building of local counterparts to effectively communicate with citizens and other stakeholders, including on strategic advocacy.
- Monitor and analyze media and public discourse to identify risks and opportunities for UNDP Governance and Participation strategy and objectives.
- Develop social media packs for relevant important world-wide observed days and key project milestones.
Implement effective communications/advocacy activities for Governance and Participation Team (GPT) projects including Korea-Vietnam Peace Village Project (KVPVP)
- Provide close, continuous support to GPT’s various projects to ensure visibility of project results among national and international partners.
- Support the development of GPT projects’ communication strategies, advising GPT teams on their implementation.
- Lead internal reporting and communications of GPT portfolio results in corporate products such as the quarterly newsletter, ROAR, and the UNCT results groups, among others.
- Lead or/and support development of media materials for projects such as short films, blogs, articles, interviews, press statements and social media content, ensuring high quality and appropriate and compelling content.
- Provide dedicated communications support to the Korea-Viet Nam Peace Village Project (KVPVP) helping design and implement the communications plan.
- Any other tasks, including providing effective responses to inquiries for public information materials.
Facilitate knowledge management and dissemination.
- Provide support to Identify and synthesize best practices and lessons learned directly linked to Portfolio goals and activities.
- Contribute to knowledge networks and communities of practice including corporate communications repositories.
- Assist in providing training for UNDP staff on internal and external knowledge management.
Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Media, Journalism, Communications, Social Science, Political Science, International Relations or related field is required. Or A first-level university degree (bachelor’s degree) in the above areas, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in communications and media in connection with development issues, at the national or international level;
Experience:
- Advanced experience using social media, web and graphic design software and applications is required.
- Prior experience working on communications related to social, governance or community affairs is required
- Familiarity with technical subjects of governance and participation, inclusion, rule of law and access to justice, mine action or related topics is an asset.
- Proven records of excellent communication and organizational skills is an advantage.
- Experience and good knowledge of gender equality and civil society participation are advantageous.
- Familiarity with UNDP and UN system is an asset
Required Languages:
- Fluency in English and Vietnamese is required.
