UNDP Philippines is supporting the government’s effort to implement the decommissioning and normalization aspects of the Bangsamoro peace process. It has designed the programme “Assistance for Security, Peace, Integration and Recovery for Advancing Human Security in the Bangsamoro Autonomous Region in Muslim Mindanao” (ASPIRE for BARMM) to help address the challenge of collecting unregistered personal firearms in the hands of non-state actors and private armed groups within the conflict-affected communities in BARMM. Due to the significant adverse ratio between decommissioned combatants and firearms “put beyond use,” this challenge has become a point of contention between the parties (i.e. Government of the Philippines and the MILF) to the peace process. The programme outcome aims at integrating comprehensive human security policy initiatives, raising from the ones that capture the former combatants’ socio-economic needs to those that promote climate action and disaster risk reduction, which contributes to advancing the local implementation of SDGs among all the people in Mindanao.

As such, UNDP is seeking to hire a Communications and Reporting Officer who will support the Peace and Stabilization Programme Team (PSPT), specifically the ASPIRE Project in BARMM. The Communications and Reporting Officer is tasked to assist the Project Specialist in all the Communications requirements of the project, including providing and consolidating reports relative to the implementation of project activities while ensuring high quality, accuracy, and consistency of work. He/She will also lead in the roll-out of the ASPIRE Communications Plan, which mainly covers implementing IEC campaigns in the identified pilot communities in the BARMM. The Communications and Reporting Officer is expected to report daily to the Project Specialist of ASPIRE. The position holder also demonstrates a client-oriented approach, tact,

and ability to work with people of different national and cultural backgrounds. Moreover, the Communications and Reporting Officer works in close collaboration with other project colleagues of the Peace Programme Team, as well as with other UN Agencies, government officials, technical advisors and experts, multilateral and bi-lateral donors and civil society to successfully implement the activities.

Duties and Responsibilities

 Under the overall guidance of the UNDP Resident Representative and Team Leader of the Peace Programme Team, and through the direct supervision of the designated Project Manager, the Communications and Reporting Officer will be tasked to deliver distinct outputs of the project, to ensure quality implementation–from activity design, budgeting, monitoring, and organizing events.

The Communications and Reporting Officer will be directly responsible for completing the below set of tasks within allotted, agreed-upon time frames:

  • Lead the implementation and alignment of the Communications Plan for the ASPIRE project. Develop a comprehensive understanding of the ASPIRE project’s objectives, target audience, and key messaging; Coordinate with project stakeholders to ensure the Communications Plan is effectively implemented and aligned with project goals.; Monitor progress, evaluate effectiveness, and make adjustments to the Communications Plan as necessary to optimize outcomes.
  • Collaborate with UNDP’s partners and service providers to execute the ASPIRE communications strategy effectively. Establish and maintain strong working relationships with UNDP’s partners and service providers; Coordinate communication efforts to ensure consistency and alignment with the ASPIRE communications strategy; Facilitate collaboration and information sharing among partners to maximize impact and reach of communications initiatives.
  • Create communication assets for UNDP’s Peace and Stabilization Programme Team (PSPT), donors, and partners to enhance visibility in awareness campaigns and reporting results, including drafting briefing documents and media materials. Develop a variety of communication materials such as press releases, fact sheets, social media content, and multimedia presentations; Tailor messaging and content to effectively communicate project achievements, challenges, and impact to diverse audiences; Collaborate with stakeholders to gather relevant information and data for use in communication assets; Ensure all materials adhere to branding guidelines and reflect the values and objectives of UNDP, donors, and partners.
  • Identify compelling storylines for publications and articles that support Peacebuilding, Stabilization and Small Arms and Light Weapons Management efforts. Conduct research and gather information to identify relevant and impactful stories related to Small Arms and Light Weapons Management efforts; Work closely with the PSPT project teams and partners to uncover compelling narratives that highlight the importance and impact of these efforts; Develop engaging and informative written content for publications, articles, and other communication channels;
  • Oversee the technical aspects of translating/adapting/rewriting received information and printing and distributing publications and audio-visual materials. Coordinate translation, adaptation, and rewriting of communication materials as needed to reach diverse audiences; Manage the production process for print and audio-visual materials, including sourcing vendors, overseeing quality control, and ensuring timely delivery.; Develop distribution plans and coordinate logistics for disseminating communication materials to target audiences; Monitor distribution channels and evaluate effectiveness to inform future distribution strategies and tactics.
  • Prepare regular progress reports, milestone updates, and ad-hoc reports as required under the ASPIRE project, donors, and other stakeholders. Tailor reports to meet the specific needs and requirements of different stakeholders, ensuring the information provided is relevant and understandable.
  • Maintain and organize an up-to-date repository of project reports, documents, and data for reference and future use of UNDP, particularly the PSPT.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Arts or Science, including Mass Communications, Broadcast Media, Journalism, Strategic Communications, or relevant field is required. Or
  • A first-level university degree (Bachelor’s degree) the areas mentioned above in combination with additional two (2) years of qualifying experience will be given due consideration in lieu of Master’s degree

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in development communication work, coordination of campaigns, and publication within the Bangsamoro peace process.
  • Proven experience of effective partnership development with national counterparts, development partners and civil society is required.
  • Familiarity with the Bangsamoro issues, the peace processes and the normalization process are required.
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required
  • Previous engagement in Bangsamoro Peace and Security Mechanisms (such as IDB, JPST, JPSC, CCCH, or alike) is an advantage
  • Work experience in, Normalization, and Preventing / Countering Violent Extremism in the Bangsamoro Autonomous Region in Muslim Mindanao will be preferred.
  • Proven experience of working with the key stakeholders of the peace processes in the BARMM is an advantage

Required languages:

  • Proficiency in English and Pilipino.
  • Knowledge of Bangsamoro dialects (e.g., Maguindanao or Maranao, etc.) is an advantage.
