Mission and objectives

UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups.
While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.

Context

United Nations Development Programme (UNDP), supported by the Global Climate Fund (GCF), is implementing a National Adaptation Plan (NAP) project: Accelerating Climate Change Adaptation Investment Planning to Enhance Resilience in Indonesia. In collaboration with the Ministry of National Development Planning (Bappenas), the Ministry of Environment and Forestry (MoEF/KLHK), and the Fiscal Policy Agency (BKF) of the Ministry of Finance (MoF/Kemenkeu), the project aims at ensuring effective coordination, implementation, and monitoring of the Climate Resilience Development (CRD).
The project operates at national and sub-national levels, supporting the updates of CRD and enhancing climate risk assess- ment and budgeting systems. Additionally, it includes capacity building and training activities for sub-national landscape-based adaptation planning in Wakatobi, an archipelagic island site.
The proposed project’s three outcomes are as follows:
1. Climate Resilience Development (CRD) Policy Action Plan updated and integrated into budgeting system. This outcome is under Bappenas coordination focusing the interventions on updating the CRD’s hazards, economic loss projection, action plan, prioritised location, and monitoring and evaluation system.
2. Sistem Informasi Data Indeks Kerentanan (SIDIK) enhanced at national level for Nationally Determined Contribution (NDC) sectors identified in adaptation component of the NDC. In collaboration with the Ministry of Environment and Forestry (MoEF/KLHK), the project aims at enhancing the climate vulnerability and risk assessment, SIDIK management information system, and capacity building on climate vulnerability and risk assessment.
3. Integrated risk assessment and landscape based, climate resilience planning and budgeting established in Wakatobi. The project collaborates with the Fiscal Policy Agency (BKF) to enhance the Climate Budget Tagging (CBT) and Regional Climate Budget Tagging (RCBT) through guideline updates and digital technology adoption.

Task description

Under the direct supervision of National Project Coordinator of NAP project, the UN Volunteer will undertake the following tasks:
1. Provide support in project communication strategies, and action plan formulation.
– Consult with the Communication Unit of the Country Office (CO) on the organization policies and guidance in formulating strategies, and action plan at the project level.
– Making sure the project delivery is aligned with overall communication strategy and action plan in the Country Office.
– Support the National Project Coordinator of the NAP project to formulate efficient, effective, impactful project communication strategies and action plan.
– Conduct regular review of the formulated project communication strategy to adapt with changes of policies and needs.
2. Develop, implement and monitor project communication and visibility activities.
– Identify the appropriate communication materials and channels to ensure the impactful messages to the targeted audiences.
– In charge to produce communication and visibility materials including project visibility toolkits, digital and social media contents, visual design, infographics, publications and promotional items, video, etc.
– Coordinate with the communication unit of the CO to identify strategic media channel to publish the product knowledge or publication materials.
3. Support the project team to promote integrated actions of climate resilience/adaptation through impactful events organizing.
– In collaboration with the National Project Coordinator, identify and design promotional events such as launching, roadshow, campaign, expo to highlight the project achievements.
– Support the project key partners (Bappenas, Ministry of Environment and Forestry, and Fiscal Policy Agency) to promote results and achievement of each project outcome.
– Identify the communication strategy to ensure the promotion reaching the intended audiences.
– Support the project administration to ensure the compliance of communication service/materials procurement with the organization policies and guidance.
4. Provide support on project reporting mechanism and knowledge management.
– Coordinate with the Result Based Management Specialist to ensure proper project data collection.
– Support the National Project Coordinator to input and update project information to the Quantum system and other reporting systems.
– Support the outcome coordinators to review reports produced by technical consultants and coordinate the reviewing process, if necessary.
– Support the National Project Coordinator to formulate strategy and implement the project knowledge management.
5. Provide support to the Resilience and Reconstruction program team to promote the programme’s strategies, results and achievements
