Position description

The Low Carbon Development Initiative (LCDI) team at Oxford Policy Management is currently seeking a Communications Manager on an initial six-month fixed-term basis with the opportunity to extend this up to a year, subject to satisfactory performance. The position will be located in Jakarta.

The Foreign, Commonwealth, and Development Office of the UK Government (FCDO) in collaboration with the Development and Planning Ministry (Bappenas) and the Government of Indonesia, have developed a partnership agreement in the Low Carbon Development Initiative since 2017. The first phase of LCDI was implemented in 2017-2021. Currently, the programme has entered LCDI Phase 2 for four years. The LCDI Phase 1 focused on the preparation and implementation of the first national low-carbon development plan for Indonesia. One of the major milestones in LCDI Phase 1 is the Government of Indonesia launched a UK-funded report called “Low Carbon Development: A Paradigm Shift Towards a Green Economy in Indonesia” (the LCDI Report). This report has been successfully incorporated into the national Medium-Term Development (RPJMN) 2020-2024.

Oxford Policy Management Limited (OPML) is contracted by FCDO, with British Embassy Jakarta (BEJ) as its client service, as the Supplier to deliver and manage programme implementation of LCDI in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the Programme. This programme will support implementation of the LCDI at both the national and subnational level to support the Government meet its emissions reductions targets in Indonesia’s medium term development plan. In specific, the programme covers:

  • Building political support for low-carbon development within and outside of government.
  • Building knowledge and understanding of the LCDI approach among those who would be responsible for implementing it within GoI.
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans.
  • Raising ambition to the highest levels set out in the LCDI report.

Position Summary

To effectively implement the LCDI, OPML is recruiting a Communications Manager. The Communications Manager will be responsible for leading the implementation of the external and internal communications strategy, with a specific focus on providing communications support to the LCDI programme implementation team to ensure high quality delivery and client satisfaction. This role will provide thought leadership and strategic thinking to overall communications in bringing the message from LCDI to a diverse and extensive audience, as well as managing the end-to-end process for the communications materials and activities.

As a Communications Manager for the LCDI programme you will:

  • Be involved in the design of the communications and outreach strategy of LCDI, with close coordination with the LCDI project team and communication team of the LCDI Secretariat. The strategy should highlight the following key communication and outreach activities:
  • Establish clear and measurable communication objectives aligned with the overall goals of the LCDI programme. This includes a monitoring and evaluation mechanism to track the effectiveness and impact of strategies implemented;
  • Strategy to support the promotion of mainstreaming Low Carbon Development policies and activities of the programme to the government’s planning and budgeting;
  • Strategy to support high level stakeholder engagement with Government of Indonesia, partners, and LCDI Commissioners;
  •  Strategy to ensure a clear understanding of the LCDI’s programme and its activities for both internal and external audiences. This is done through consistent use of a key messages framework that resonates with diverse audiences. This includes identification and analysis of the relevant stakeholders/target audience and relevant communication channels, including both traditional and digital communication channels and tools;
  • Strengthen partnerships and collaborations by identifying opportunities to leverage partnerships and collaborations with relevant stakeholders;
  • Improve the visibility of LCDI by developing the LCDI’s branding guidelines with consultation with relevant communication team members from the LCDI Secretariat, Bappenas, and FCDO;
  • Ensure the dissemination and adoption strategy of the relevant communication and outreach materials with specific target audience.
  • Implement the communications strategy and monitor whether the strategy is effectively communicating the findings of LCDI. This includes coordinate with project team, including Monitoring Evaluation and Learning and GEDSI (Gender Equality, Disability, and Social Inclusion) Team, to develop regular success stories, reports, press release, public and social media campaigns, and other relevant outputs.
  • Provide strategic communications guidance as needed to internal LCDI teams (including provincial teams) around key program activities (including demonstration projects, reports, technical assistance, stakeholder engagement, etc.).
  • Lead the planning, preparation, coordination, and implementation of LCDI public discourse events, including event organization, media handling, press briefings, and roundtable discussions. This includes leading any collaborative efforts with Bappenas, FCDO, and other key partners.
  • Build relationships with key stakeholders, relevant partners, media and influencers who can help to disseminate information about the activity with a wider audience.
  • Work and coordinate with LCDI Secretariate team to ensure the quality development and maintenance of LCDI’s website and social media platform.
  • Supervise and quality assurance of the production of programme’s communication materials/visibilities and knowledge management products, to ensure a timely and high-quality production as well as compliance with FCDO branding guidelines.

Qualifications

  • Degree and post-graduate qualifications in relevant fields such as communications, journalism, or related social studies.
  • At least ten years’ experience in leading, developing, and supporting the implementation of communications strategies for key development projects.
  • Capability and proven experience in developing communications materials in various formats (print, social media, media handling etc.) targeting a variety of audiences.
  • Advanced networking and relationship building skills and ability to work within GoI bureaucracy, including aligning GoI needs with project objectives.
  • Exceptional project management skills and ability to meet a rapid and demanding pace of work and balance multiple priorities simultaneously, while executing against key deliverables with excellence.
  • Demonstrated facilitation and communication skills, including experience facilitating or moderating participatory events and workshops.
  • Demonstrated interpersonal relations and networking skills and ability to develop and nurture relationships with stakeholders.
  • Fluency in English and Indonesian.
