Org. Setting and Reporting
This position is located within the Conduct and Discipline Service (CDS) in Goma. The incumbent provides Multimedia and Content Production and reports to the Chief Conduct and Discipline Officer within the Conduct and Discipline Service in MONUSCO.
Responsibilities
Within delegated authority, the Communication Officer will be responsible for the following duties: Prepares or oversees the development of multimedia content across multiple platforms ensuring accurate and consistent messaging, branding, and alignment with the communications strategy of the Mission. Oversees the preparation of a diverse range of communication products in support of sections priorities and coordinates with other departments, funds, and agencies to develop ways to implement social media campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. Drafts material for press releases, key messages Q&As, talking points, digital content, UN newsletters reports, and books; edits materials prepared by junior officers. Supervises the production of multimedia products, including video reports and creative visuals with key messages. Conceptualizes, manages, implements, and evaluates communications strategies and activities: Based on the Mission communication strategy, responsible for updating and executing a strategy for publications, web, and digital media, including social media, community outreach, and/or podcasts, with the objective of promoting awareness, understanding, support, and respect for the Mission’s work and support for UN Peacekeeping or Special Political mandate and priorities. Reports to Chief CDS on communications activities, developments, trends, and attitudes regarding the UN; and coordinates and shares public information activities and guidance with other sections within the mission and leadership when appropriate. Provide advice and expertise to managers, senior officers, and other CDS staff on a range of public affairs issues, methods, and approaches. Digital producers/editors with detailed advice on story ideas, video shoots, treatment, and guidelines before coverage. Identifies and seeks new opportunities for advancing the Mission, anticipates and resolves communications/public relations issues/problems related to CDS matters. Oversees statistical analysis of social media monitoring, social media, and web usage and adapts editorial and outreach priorities accordingly. Strengthens partnerships: Fluency in digital communication with a strong understanding of social media and keeps abreast of changing developments, trends, and technologies. Arranges interview and/or background briefings with senior Mission officials for video explainers and messages. Sets up regular system of social media guidance and monitoring and develops contact list of influencers and a successful process of communicating and maintaining regular contact and close collaboration. Responds in a timely fashion to mis/disinformation that could impact negatively on the public perception of the Mission, etc. Develops partnerships and represents the Head or Deputy Head of the Section in meetings/conferences, speaking engagements related to CDS communication strategy. Develops outreach initiatives to raise visibility of the mission by organizing and/or participating in seminars, lectures, conferences, and public events on major issues and events concerning CDS matters in the organization. In consultation with the supervisor, develops strategic partnerships with key constituencies to elicit support for and maximize the impact of public information objectives of CDS. Serves as a principal liaison to governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc. on CDS matters. Represents the Mission in meetings and conferences; fulfils speaking engagements, makes presentations to groups on CDS activities, and advocates for issues of concern. Build communication capacity and team management: Manages the day-to-day CDS multimedia operations including participating in the coordination of substantive and administrative activities of the section, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. Provides clear directions that are translated from organizational strategy. Encourages others to pursue development opportunities and creates genuine learning opportunities for them. In close coordination with Chief CDS, manages and supervises public information perspective within CDT to achieve the outputs and quality assurance of all activities; required resources, priorities, timelines, and performance benchmarks. Monitors progress and takes timely action and/or decisions to ensure objectives are met. Performs other related duties that may be assigned.

Education
An advanced university degree (master’s degree or equivalent) in communication, journalism, international relations, public administration, or related field is required. A first-level university degree, combined with qualifying experience, may be accepted in lieu of an advanced university degree.

Work Experience
At least seven (7) years of progressively responsible experience in public information, journalism, international relations, public administration, or related areas is required. At least three (3) years of experience in producing multimedia content is required. At least two (2) years of experience in managing a multi-cultural team is required. Experience working in the United Nations Common System or other international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required, and strong knowledge of French is required.
