INTERSOS is an international, non-profit, humanitarian organization on the front line of emergencies, bringing assistance to victims of armed conflicts, natural disasters, and extreme exclusion with particular attention to the protection of the most vulnerable people. Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance, and basic goods. All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA, and Child Protection policies. The policy is mandatory for all positions within INTERSOS and shall be signed by the employee within the first week of employment. 

General Description of the Program: 

INTERSOS has been present in Iraq since 2003 and currently operates across Ninewa, Salah Al Din (SAD), Erbil, and Sulaymaniyah Governorates. INTERSOS’s thematic sectors of intervention are Protection, Education, and Health. The INTERSOS coordination office is in Erbil with bases located in Tikrit, Mosul, Telafar, and Sulaymaniyah with programming presence in other areas of Ninewa, SAD, and the Kurdistan region. As of 2022, INTERSOS has over 300 national staff, 18 expat staff, and 200 volunteers. By applying an integrated programmatic approach, INTERSOS provides support to persons of concern to enable them create durable solutions for women, men, girls, and boys in IDP, refugee, and host communities in its areas of intervention. 

Purpose/objective of the position: 

Supervises the implementation of all community-based protection activities in Salah Al-Din; manages and supports the community outreach volunteers and other relevant staff and volunteers in their activities within communities; ensures that community-based protection activities are of high quality and meet project objectives and targets. 

Duties & Responsibilities 

Community-Based Protection (CBP) implementation: 

  • Support the Protection Manager in devising, organizing, supervising and implementing CBP approaches in Salah al-Din areas of intervention.
  • In collaboration with the HR department and the Protection Manager, participate in recruitment of Community Mobilizers/Community Outreach Volunteers and vocational facilitators. Set work plans and provide regular supervision of activity implementation by the Community Outreach Volunteers/Community Mobilizers and vocational trainers; ensure the quality of their activities and monitor their progress against project targets and timelines, including through regular field visits to monitor the activities.
  • Periodically map community structures and stakeholders, in order to facilitate contextual understanding and identify areas for collaborative CBP interventions.
  • Together with other protection team staff, identify and facilitate community-led initiatives which promote protection and/or social cohesion, stimulating community actions to strengthen the prevention and response to protection risks.
  • Devise and implement strategies and tools to monitor and track the progress of CBP activities, especially community-led initiatives, and to identify challenges and barriers to the effectiveness or impact of the activities.
  • Take the lead in supporting the protection team to develop tailored culturally-sensitive community-validated IEC awareness messages on protection topics, that are appropriate to the different age, gender, and diversity characteristics of the community.
  • Work closely with relevant colleagues to ensure the integration of CBP and protection mainstreaming within other interventions (legal) within the INTERSOS program.
  • Ensure all protection staff and volunteers adhere to Age, Gender, and Diversity (AGD) principles in practice, including to facilitate equitable access to INTERSOS services for persons with disability.

Training & Technical Support 

  • In coordination with the Protection Manager, Capacity-Building & Engagement Officer and the thematic Specialists, assess the capacity-building and technical support needs of the INTERSOS vocational trainers and community volunteers and develop a tailored plan to address them.
  • Provide ongoing training and technical support to the community volunteers on CBP approaches that support community-led solutions including linkages to available services, effective community sensitization on protection risks and issues, and response to common violations.
  • Monitor the quality of vocational and life skills training sessions and conduct beneficiary satisfaction surveys in order to make recommendations for improvements in training methodology and in the relevance (linked to employability in the market) of the chosen training topics.
  • Together with the Capacity-Building Officer, support capacity-building for local government partners, ABCs, CSOs and community members on topics related to protection mainstreaming; in particular, support capacity-building and technical assistance to community-based structures such as protection networks or committees and community leaders to respond to common protection risks.

Analysis, Monitoring & Reporting 

  • Collaborate with the Situational Monitoring Analyst (SMA) to establish and maintain an effective system for the collection of quality situational monitoring information from the community outreach volunteers and vocational trainers, as well as other community actors, in order to feed into the SMA’s regular reporting.
  • Coordinate with the thematic Specialists to support in the production of briefing papers for advocacy for analysis purposes.
  • Participate in effective qualitative and quantitative protection assessments to inform the protection and program teams on protection needs and issues; provide technical review of these and other assessment findings and make recommendations on programming development or adaption.
  • Track community cohesion issues and maintain an updated database for monitoring trends and early warning signs within the community, in order to support responsive programming in the changing contexts.
  • Collaborate with the MEAL Department in order to ensure quality standards in the implementation of activities and strengthen participation by beneficiaries and the community in INTERSOS accountabilty and feedback mechanisms.

External coordination: 

  • Establish and maintain positive trusting and collaborative relationships with local government entities, stakeholders, and community leaders.
  • Conduct consultation meetings, workshops and round-table discussions with INTERSOS staff, government partners, and community stakeholders on thematic protection issues, in order to discuss trends and develop collective action plans.
  • Proactively engage in meetings with other INGOs and NGOs in Salah al-Din project locations.

Other: 

Undertake administrative or other duties for the protection team as delegated by the Protection Manager.
