Background/IRCSummary:

The IRC is workingin Libya since August 2016, targeting the most vulnerable non-displaced, IDPs,refugees and migrants in hard-to-reach areas. According to assessments, healthcareis considered the priority need in Libya, most urgently in terms of qualityhealth staff, medicines and supplies. There are significant gaps in the response,according to Libyas Ministry of Health (MoH), the Libyan Red Crescent, UN agencies,and international NGOs. IRCs team in Libya has the specific goal of reachingthose in the hardest hit areas to beneficiaries of all ages and gender, bothLibyans and third-country nationals. The health activities will be focused onsupporting essential primary health care. The reproductive health activitieswill specifically target women and girls. . On 10th September 2023, TropicalStorm Daniel hit the eastern coast of Libya with strong winds, heavy rainfall,and flash floods affecting various locations including Benghazi, Al Marj, AlBayda, Al Abyar, Batah, Bayada, Shahat, Soussa, and Derna, among others. Thestorm’s devastating impact marks an unprecedented climatic event for theMediterranean region; in Derna, rainfall exceeded 100mm in just just threedays. The area was heavily impacted as the storm led dams to burst resulting inmass destruction and fatalities, displacing people to other affected cities andtowns and overwhelming local facilities and capacities. 


MajorResponsibilities:

Under the supervision of the SeniorCommunity Health Worker Officer (Snr. CHWO)/ Senior Medical Team Leader, the CommunityHealth Worker is responsible for:
Conducting both needs assessments and baseline assessments in the communities in collaboration with the HIMS assistant & Medical team leader,
Developing strong relationships with community leaders and other stakeholders operating in the districts, provide updates of activities and develop areas of collaboration to address programmatic gaps and strengthen program impact,
assisting the medical team and other staff with other reports,
Performing regular health education sessions for beneficiaries,
coordinating with Community Volunteers for the community activities,
Disseminating health materials to beneficiaries as necessary,
Assisting staff with other activities and support as necessary,
Attending scheduled program meetings,
Actively participating in activity planning,
Ensuring patient confidentiality,
Supporting the health team in translation to/from English language,
Ensuring quality of services, accurate data collection and tracking of health promotion activities and client satisfaction surveys,
Supporting the development of household surveys and questionnaires for knowledge, attitude, and practice surveys in collaboration with the HIMS assistant & health manager,
Supporting the assessment of health awareness, Mental Health issues, and gaps in health services provided at community level.
Assess beneficiaries perceptions toward healthcare services provided by mobile health teams and MHPSS services provided.
Compiling data and submit weekly technical reports to HIMS assistant & SMTLs&health manager.
Providing regular updates to the IRC security and operations team on any potential risks or issues in the communities

Staff management
The Community Health Worker will not be line managingany internal staff. S/he might support and train volunteers to providehealthcare in supported PHC facilities, if needed.

KeyWorking Relationships:

Position reports to: SnrCHO / Snr. MTL.

WorkingEnvironment:   Thisposition will be based in the IRC field office in Eastern of Libya withfrequent visits to the field sites.

Qualifications

JobRequirements:
Experience in Mental Health activities is an advantage.
Ability to work in a multi-cultural environment with daily travel to different field sites in the East Region.
Effective team player with public interest driven orientation.
Has previous volunteering experience
Demonstrates a high degree of self-motivation
Has a good network in targeted the community
Able to speak in Arabic as well as English (other languages desirable)
Has good communication skills and the capacity to facilitate presentations, meetings, and discussions concerning health and social issues.
Able to provide assistance to all individuals and nationalities.
