GLOBAL OBJECTIVE OF THE POSITION:

 

Under the line management of the Salah Al Din AVR PM , , the CLO is responsible for assisting the Armed Violence Reduction (AVR) PM, the TFM, and MEAL department in coordinating the information gathering process to assist with the planning of further AVR activities including survey and clearance as well as providing information to the communities and relevant stakeholders about the mine action activities to be conducted in the area. The Non-Technical Survey (NTS) component of the project involves identifying and recording of potential Suspect Hazardous Areas (SHAs) and liaising with the AVR PM for the provision of risk education to persons at risk on the dangers of Explosive Hazards who are living and working close to the SHA. The CLO may interact with the AVR PM to ensure that proper RE sessions are planned and conducted. In addition to this, the CLO supports data collection on VA and signposting EO victims and people with disabilities to the available services identified with the guidance of the AVR PM

 

RESPONSIBILITIES AND TASKS DECRIPTION

  1. Community Liaison Officer tasks
    • Liaise with local communities, local authorities, Government counter parts, NGOs and development agencies, military/security forces in the governorate he/she is assigned to depending on specific
    • To gather and collect accurate and comprehensive information on communities, context, EO contamination and at-risk groups that provides the basis for operational planning by the TFM, the Chief of Operations (CoOps) and the AVR PM for AVR activities.
    • To establish and maintain positive relationships with local military, police and civil authorities including key community members in order to facilitate the implementation of efficient and effective HI responses and
    • To ensure that community representatives are consulted on and involved in prioritizing mine action interventions
    • To conduct EORE awareness sessions in the targeted communities as per the action plan provided by the AVR PM.
    • To assist the AVR PM and TFM with quality control on documentation and
    • To assist the AVR PM and TFM with translation at meetings with the local
    • To assist with the preparation of maps and other reports regarding SHA and
    • Collect various data on Explosive Ordnance (EO) affected communities, accident data and other related information which relevant to the project implementation
    • Conduct baseline surveys, impact surveys, community assessment surveys, KAP surveys in line with the project needs and requirements
    • Assist the AVR PM/Area Manager to identify community representatives from working locations in line with HI criteria.
    • Conduct NTS activities as required or directed by the
    • Deliver and document direct/indirect risk education activities to the affected communities by using appropriate methodologies as directed by line

 

  • Conduct trainings to Community Focal points/representatives in order to build and sustain the local capacity and knowledge
  • Conduct follow up activities to the affected communities and community focal points to make sure HI interventions are sustained adequate.
  • Distributing of EO Risk Education materials to appropriate target community groups
  • Conduct field tests for the HI resources including EORE materials and other relevant tools where
  • Record the impact of the projects and need for the future work through the collection of case studies, stories, photographs, videos and submit appropriately
  • Periodic review of all forms and provide clear, legible and accurate feedback to line managers
  • Support other HI sectors by collecting and sharing appropriate information from the field
  • Treat all members of the communities with respect and dignity and validate other people’s

contributions

  • Abide by the policies and regulations and to represent HI in a loyal and responsible
  • Assist with the coordination of operational requirements and planning in conjunction with the CoOps, TFM and AVR

 

2. General Duties and other tasks

  • Be sensitive to the situation of vulnerable and marginalized populations
  • Remain flexible in the approach to special situations or demands from the management
  • Visit locations as part of a wider strategy to gather information regarding contamination as part of the pre-planning stage to all
  • As a part of the information gathering process ensure that details of injuries and deaths are collected for every area the HI teams
  • Highlight to the TFM/AVR PM the need for any additional action in the area of operations including Victims Assistance and
  • Assist in information management as
  • Manage available time in the community to insure sufficient and comprehensive information has been gathered and
  • Disseminate safety information if necessary to all locals especially those living in the vicinity of hazardous
  • Provide appropriate maps & diagrams related to target locations.
  • Document all referrals to other HI
  • Feedback to the TFM/AVR PM on the progress of
  • Any other duties requested by the TFM.
  • The CLO will comply with HI

 

 

TIME SCHEDULE

 

The working hours are the following:

 

Sunday till Thursday, from 8.00 AM to 4:30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Education and Experience

 

  • A bachelor degree or equivalent with minimum 3 years of relevant working experience is
  • Experience in the usage of computers and office software packages (MS Office and/or newer versions) and in handling of web ¬based management systems is
  • Experience in mapping and GIS software is
  • Experience in report writing is
  • Experience in working in communities and community engagement is highly
  • Demonstrated experience in coordinating tasks in timely manner is
  • Experience in Mine Action Operations (Clearance or Survey) is

 

Languages
