Overview of Role

As the Community Liaison Team Leader for MAG Somaliland, you will manage and coordinate Community Liaison (CL) resources and activities. Your role focuses on gathering and disseminating relevant and accurate information to support informed decision-making, maximize impact, and help achieve MAG’s vision, mission, and key aims in Somaliland. Proficiency in the Somali language is essential for effective communication, along with deep familiarity with Somali culture.

Key Responsibilities

Project Development:

  • Plan and manage the Small Arms Light Weapons Risk Education project in consultation with the Programme Officer and the wider MAG Somaliland team.
  • Efficiently manage project funds in coordination with the Programme Officer and Finance Coordinator.
  • Ensure adherence to financial procedures and maintain records for all project expenditures.
  • Oversee local procurement and logistics for the SALW RE project, ensuring compliance with procedures.
  • Identify and explore opportunities for project development and expansion.
  • Lead the development of reports for the SALW RE project and future CL projects.

Technical – SALW RE Project:

  • Plan, prioritize, and coordinate project activities to maximize participation from target communities in Somaliland.
  • Develop training programs and materials for cost-effective SALW RE delivery to target communities.
  • Train and support CL Officers in delivering the SALW RE training program.
  • Maintain ongoing liaison with relevant NGOs and establish networks for project demand, delivery, and information exchange in Somaliland.
  • Maximize productivity, project outcomes, and cost benefits to donors and beneficiaries.

Reporting:

  • Assist the Programme Officer and Country Director in developing the country program strategy, plans, proposals, and budgets related to CL training and operations in line with MAG’s mission and mandate.
  • Provide clear and accurate reports to the Programme Officer for donor and HQ reporting purposes in Somaliland.

Essential Requirements

Essential Qualifications:

  • Bachelor’s degree

Essential Experience:

  • At least two years of experience in community-based education, development, or similar activities in Somaliland.
  • At least two years of experience working in a CSO, NGO, or INGO in Somaliland.
  • Experience in managing a small team to deliver high-quality results in Somaliland.
  • Experience in using participatory techniques to gather information in at-risk communities in Somaliland.
  • Experience in planning and organizing activities, including managing finance and resources in Somaliland.

Essential Skills and Knowledge:

  • Fluent in the Somali language and intermediate English.
  • Good knowledge and understanding of local communities, norms, and Somali culture in Somaliland.
  • Ability to record information accurately and clearly in Somaliland.
  • Flexibility and adaptability in work in Somaliland.
  • Willingness to travel to remote areas for extended periods in Somaliland.
  • Good communication skills and a pleasant personality in Somaliland.
  • Procedural and legal knowledge on various administrative and finance functions in Somaliland.
  • Organized, able to multitask, and manage a busy workload in Somaliland.
  • Computer literacy and experience with software under the Windows system and familiarity with e-mail and internet systems in Somaliland.
  • Ability to work efficiently and meet deadlines in Somaliland.
  • Ability to work with minimum supervision, flexibility, and capacity to work under pressure, with initiative and a high level of motivation in Somaliland.
  • Reliable with good timekeeping in Somaliland.
  • Attention to detail and the ability to organize and prioritize work in Somaliland.
