Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.
UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on four strategic priorities:
– Women lead, participate in and benefit equally from governance systems
– Women have income security, decent work and economic autonomy
– All women and girls live a life free from all forms of violence
– Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action
UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Libya, UN Women works to respond to the complex governance, humanitarian-peace-development nexus, and security challenges through its triple mandate. In line with UN Women Strategic Plan, and the Country’s Sustainable Development Cooperation Framework (2022-2025) UN Women support Libyan authorities to fulfill its national and international commitments to women’s empowerment. UN Women also provides key technical and coordination support to women empowerment in development and humanitarian action, in line also with its recent admission as a full-member of the Inter-Agency Standing Committee (IASC) in November 2022.
With more than 70 million internally displaced persons (IDPs) at the end of 2022, the need to find new ways to resolve internal displacement has become a priority for the international community initiative; UN Women Libya, funded by the Swiss Agency for Development and Cooperation (SDC), to address the unique challenges faced by internally displaced women and girls from Murzuq and Tawergha in Libya. The project aligns with the Peace Building Fund (PBF)joint programme “Peacebuilding through Community Stabilization in the Southern Libyan Municipalities of Ghat, Sebha & Ubari”,focusing on achieving social cohesion and building resilient and sustainable livelihoodsin the South of Libya with a specific emphasis on women and girls.
The project’s primary objective is to conduct a comprehensive assessment of the situation, needs, and vulnerabilities of internally displaced women and girls from Murzuq and Tawergha, the largest populations of internally displaced persons (IDPs) currently in Libya. Through a mixed-methods approach, including surveys, interviews, and focus group discussions, the project aims to gather essential data for tailored interventions that will contribute to achieve durable solutions for women and girls IDPs, including through the outcomes of PBF’s project. The project also aims at assessing the effectiveness of policies and programme and share recommendations for future evidence-based interventions.
In light of the above, UN Women will conduct an assessment of the situation of women and girls IDPs from Murzuq and Tawergha. Through the assessment, UN Women aims at generating a deeper understanding of the challenges faced by women and girls in the context of internal displacement. The assessment will also shed light on interventions by local authorities, UN programmes (i.e.PBF and possible new interventions) that can be tailored to address the most pertinent needs for women and girls IDPs with special regard to economic recovery, livelihoods resilience, and any other displacement-related need in order to ensure their full enjoyment of human rights.

Task description

– Mapping of potential key informants, women Led CSOs, women IDPs from Murzuk, women community leaders, participants in the Focus Group discussions and survey respondents
– Data collection: Conduct surveys, interviews in person, and focus group discussions
