Department Overview

The Office for the Prevention of Harassment & Discrimination (OPHD) is responsible for ensuring the University provides an environment for students, faculty, and staff that is free from discrimination and harassment on the basis of protected categories. OPHD’s mission is to educate the entire UC San Diego community about these issues and to assist with prevention efforts, and prompt and effective resolution of all complaints. OPHD provides analysis and guidance in all areas pertaining to institutional compliance with federal and state laws, and University of California nondiscrimination policies. Reporting directly to the Chief Ethics and Compliance Officer, OPHD conducts civil rights investigations and guides senior campus leadership in all Vice Chancellor areas.

Position Overview

The Complaint Resolution Officer (CRO) reports to the Title IX Officer/ Director of the Office for the Prevention of Harassment and Discrimination (OPHD). Under general direction, the CRO assumes major responsibility for non-investigatory alternative complaint resolution utilized to respond to reports of harassment and discrimination of individuals based on protected categories. These processes include conflict resolution, restorative practices, and creating pathways for the provision of conflict coaching and leadership development support.

Under general direction, the CRO assumes major responsibility for responding to complaints of harassment and discrimination, exercising independent judgment in the intake, informal resolution, and formal investigation of complaints and in establishing strategies for the resolution of identified problems. The CRO independently provides impartial consultation, conflict resolution, and problem solving in response to complaints and inquiries received from members of the campus community and affiliates, including faculty, staff, students, parents, and UCSD Healthcare employees. The CRO makes recommendations to the Director, or, where appropriate, directly to campus administrators or other individuals, and may recommend changes to procedure to insure institutional equity and fairness. The Complaint Resolution Officer also trains management and supervisory personnel regarding the interpretation of University nondiscrimination policies and the University’s obligations under those policies. In addition, the CRO develops, implements, coordinates and evaluates education programs regarding discrimination issues for the entire campus community, including programs satisfying the state-mandated sexual harassment prevention training for supervisors.

  • Experience investigating sexual harassment or other equivalently sensitive allegations in an empathetic and confidential manner. Working knowledge of student affairs, academic affairs and/or higher education preferred.

  • Experience conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports. Knowledge of best practices and methodologies for conducting investigations.

  • Experience with conflict resolution, mediation techniques, communication and listening skills, and diversity issues. Strong analytical skills and the ability to assess and negotiate complex, highly sensitive situations.

  • Experience reading and interpreting complex legal documents such as court cases, laws, and guidelines to evaluate their impact on University policy and procedures. Working knowledge of federal and state laws and regulations related to compliance with non-discrimination laws, including sexual harassment and Title IX of the Education Amendments of 1972.

  • Experience gathering, organizing, completing analysis and developing recommendations in completing assignments. Experience in writing concise, logical and grammatically correct analytical reports to convey complex and sensitive issues.

  • Understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).

  • Experience interacting with constituents that are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds, in a culturally-competent manner.

  • Per the Child Abuse and Neglect Reporting Act (CANRA), this position has been identified as a Mandated Reporter. The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requiring to Report Child Abuse prior to commencing employment. CANRA Penal Codes and related definitions, requirements, and responsibilities may be obtained online.

Pay Transparency Act

Annual Full Pay Range: $82,500 – $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 – $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
