Mission and objectives

Created by the UN General Assembly in 1970 and administered by the United Nations Development Programme (UNDP), the United Nations Volunteers (UNV) Programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism.

Context

The assignment is in line with UNV’s support to the preparation of national voluntary review (VNR) reports in selected countries across Africa. The VNR process aims to facilitate the sharing of experiences, including successes, challenges and lessons learned, with a view to accelerating the implementation of the 2030 Agenda. VNRs also seek to strengthen government policies and institutions and mobilize multi-stakeholder support and partnerships for the implementation of the SDGs.
UNV and other volunteerism stakeholders work to increase the recognition of volunteerism’s contributions to the 2030 Agenda in VNR reports. To achieve this goal, UNV works with UN Member States and other stakeholders to inform evidence on whole-of-society approaches in their VNRs. This is usually done through the generation of data and evidence and the convening of volunteer stakeholders at the national level.
In this regard, UNV would like to seek the services of an online volunteer (OV) to carry out a brief national situation analysis (NSA) on volunteerism, civic engagement and participation, the description of the normative and policy environment, updated datasets, good practices and volunteer-involving organizations (VIOs) that contribute to key SDGs and national development priorities. The NSA report will be a key input for the preparation of the VNR as a baseline for further analysis, planning, implementation of SDG strategies.
The objective of tthe online vounteer assignment will be to conduct the national situation analysis (NSA) of volunteerism in the selected country, as inputs into the VNR, covering the following key elements:
1. Normative and policy environment, regulatory frameworks.
2. Functional volunteering solutions, initiatives or programmes, including organizations and relationship to the policy environment.
3. Volunteers’ contributions to achieving the SDGs.
4. Brief evaluation
• Positive evolution and opportunities towards Civic Engagement and Participation.
• Challenges.
5. Recommendations of inputs into the Voluntary National Review (VNR) report – 1 to 2 pages.
