Position Description

ZemiTek has been contracted by the USAID Bureau for Conflict Prevention and Stabilization (CPS) to provide institutional staffing support. As part of this contract, the CPS/Center for Conflict and Violence Prevention (CPS/CVP) requires a Conflict Analyst to provide field support and technical leadership related to peacebuilding and prevention programming and analysis.

 

The Leadership and Learning Division (LLD) in CVP provides analysis, evidence and learning, technical leadership, and training to USAID Missions and other field-focused operating units. LLD’s two technical teams, Analysis and Evidence (A&E) and Integration and Education (I&E), provide a suite of user-friendly products and services to assist USAID staff to prevent armed conflict and violence and to promote peace and stability. The Conflict Analyst will serve on the A&E team. A&E provides technical leadership on analysis, monitoring, evaluation, and learning for conflict and violence prevention.

 

Work Schedule: Full-time, Hybrid (3 days in office). Subject to change if requirements shift.

Location: Washington D.C

Starting Salary Range:  Full salary range for this position is: $100,800,000.00 – $126,00.00 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance Required: Able to obtain a secret level clearance (US citizenship required)

Responsibilities

Field Support:

● Collaborate with CVP’s Mission Partnership Division, other CPS offices, and Regional Bureau partners to provide technical assistance to USAID Missions and USAID/Washington operating units working on conflict and violence prevention.
● Support planning, oversight, and implementation of Violence and Conflict Assessments (VCAs) and other learning activities.
● Assist Missions and CVP to incorporate conflict sensitivity and evidence-based lessons learned in the peacebuilding sector into Mission programming and CVP’s field support.
● Deliver existing and new CVP training modules and learning activities on Conflict Sensitive Aid and advanced conflict assessment.

 

Research and Analysis:

● Collect and analyze existing and emerging evidence, and contribute to evidence generation related to conflict and violence prevention.
● Collaborate with experts from CVP’s Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL) mechanism.
● Support CPS staff to access analysis, evaluation, and learning support services and assistance, scope and plan learning activities, and collect lessons learned.

● Capture lessons learned and promote utilization of learning and data from CVP supported assessments, evaluations, and learning activities by delivering presentations, producing written material, and engaging in peer-to-peer events.
● Draft and advise on guidance notes and technical documents on conflict and violence prevention.
● Other duties as required

Qualifications

● Master’s degree or PhD from an accredited college or university, preferably in International Relations, Public Policy, Development, Conflict Resolution, or other studies relevant to peacebuilding and conflict prevention and mitigation.
● Ten (10) or more years of experience in a professional office setting
● Understanding of qualitative and quantitative data collection and analysis methods, analytical frameworks, tools, and techniques.
● Understanding of development approaches, including the ways in which various development sectors interact with conflict dynamics.
● Demonstrated ability to analyze and synthesize information and present complex issues clearly and concisely both orally and in writing.
● Knowledge of MS Office Suite programs (including Excel, Word, and PowerPoint) as well as Google Workplace applications
● Knowledge of modern analysis software programs such as Stata, R, or Python.

● Must be eligible to receive and maintain a SECRET clearance.

 

Preferred Qualifications
● Experience conducting research in complex contexts affected by conflict and/or violence.
● Experience in project management, particularly in the context of international development.
● Experience promoting data utilization.
