Duties

  • Provides a broad range of analytical and advisory functions focused on planning the bureau’s legislative policy agenda and conducting outreach and building working relationships with Members of Congress, their personal & professional staff.
  • Coordinates Bureau responses to special information requests from Congress and other U.S. Government agencies
  • Prepares reports, memoranda, briefing papers and other written and oral correspondence to advise on the current attitudes, views and/or positions of Members of Congress and their personal staffs on issues of importance.
  • Coordinates the Bureau’s overall legislative affairs strategic planning process with Bureau of Legislative Affairs (H) advisors. Synthesizes data from diverse sources, analyzes trends, and evaluates legislation and other program directives.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

There is no substitute of education for specialized experience for the GS-14 position.

  • Experience performing authoritative analysis on legislative policy issues and programs.
  • Experience preparing colleagues, including senior leadership, for Congressional engagements with Members of Congress and their staff.
  • Experience monitoring Congressional committee hearings. 
  • Experience analyzing U.S. foreign policy.

  • Knowledge of treaties, laws, regulations, policies and procedures
  • Ability to interact effectively with others
  • Skill in strategic and tactical planning.
  • Knowledge of foreign policy / international affairs
  • Ability to provide advice, guidance, and consultation based on results of analyses
