The role

CLEAR Global and two partner agencies have set up a consortium to implement a Third Party Monitoring (TPM) project for FCDO’s humanitarian program in Northeast Nigeria.

The consortium members are looking for a seasoned manager and communicator to lead the Consortium Management Unit (CMU).

The successful candidate plays a critical role in the successful execution of this collaborative project involving multiple organizations. They are responsible for coordinating efforts, managing resources, and ensuring that the project meets its goals and objectives while maintaining effective communication among consortium members and stakeholders.

Responsibilities

Consortium coordination and representation

  • Lead and coordinate the establishment of the Consortium governance structure.
  • Effectively lead the Consortium Management Unit team by providing clear direction, encouraging dialogue and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships.
  • Ensure effective coordination and communication among consortium members, with results based and timely project implementation delivery. Managing possible conflicts and disputes that may arise among consortium members working to maintain a harmonious working environment within the consortium.
  • Serve as the central point of contact and communication for all consortium members.
  • Facilitate collaboration among participating organizations, ensuring that everyone is aligned with the project’s goals and objectives. This includes organizing regular meetings, workshops, and communication tools and channels to foster teamwork and information sharing.
  • Ensure effective and timely communication with the various program donor’s and partners’ teams and other relevant stakeholders to ensure alignment with the project’s objectives and to gather necessary support.
  • Coordinate Steering Committee meetings and implement the agreed course of action.
  • Attend and actively participate in coordination/ information meetings and working groups relevant to the project.

Program management and compliance

  • Responsible for all aspects of project and grant management. This includes planning, budgeting, monitoring, financial and programmatic reporting, grant filing, partnership agreements, compliance with donor requirements, monitor progress and take corrective action as needed.
  • Facilitate and coordinate different aspects of consortium/project life cycle management, including vetting, project and agreement/amendment development, monitoring through to close-out coordinating with the partnership team and respective CLEAR Global teams.
  • Maintain a thorough and up- to- date understanding of FCDO policies, regulations, and procedures, ensure that the grant is well-administered and implemented in compliance with donor regulations and CLEAR Global procedures.
  • Ensure the partners maintain accurate documentation and records related to the project, which may be required for audits or evaluations. This includes spot check visits.
  • Identify and mitigate risks associated with the project. This includes identifying potential challenges and developing strategies to address them.
  • Lead efforts to assess the impact and effectiveness of the consortium’s work, facilitating the collection and analysis of data to make informed decisions and improve project outcomes.

Financial management and procurement

  • Oversight of the overall financial management of the Consortium’s programme and manage the consortium budget, assets and resources. Work to ensure that financial resources are effectively utilized across the consortium’s activities, ensuring value for money.
  • Supervise high quality financial reporting throughout all consortium partners and timely request for installments.
  • Lead and coordinate timely high quality engagement with all project audits
  • Oversight of the procurement processes to support the project team in effective implementation of activities (equipment, ad hoc need for consultants, etc.).

People management and security

  • Recruit, lead, empower, and manage the high-performing team needed for the successful development and implementation of the project
  • Actively promote understanding of CLEAR Global’s Code of Conduct and safeguarding policies, and associated reporting procedures across the team, and uphold CLEAR Global’s values (below) in their and the team’s engagement with communities, partners and colleagues
  • Ensure compliance with security procedures and policies as determined by the Country Management Team.

Qualifications

The Consortium Manager should be an innovative leader with a strong sense of initiative, an understanding of the humanitarian sector, management credentials, and enthusiastic about the importance of increasing access to knowledge through language. The right candidate is an energetic team player and leader who agrees with CLEAR Global’s basic beliefs and values and who can work virtually with team members based throughout the world.

  • Relevant university degree required
  • 8+ years of program design and management experience, including institutional donor grants and budget management
  • 5+ years of international aid experience, with a mix of humanitarian and development experience required
  • 3+ years of experience as a senior manager with a strong reputation for developing collaborative working relationships with local counterparts and relevant state actors and agencies, international organizations, and donors. Previous experience in Consortium coordination is a plus.
  • Demonstrated successful experience of mobilizing resources for innovative, collaborative programs
  • Demonstrated understanding of Accountability to Affected People, and communication and community engagement work
  • Demonstrated experience in mobilizing, organizing resources and establishing priorities
  • Experienced in financial management oversight and donor reporting
  • Proven ability to manage staff and build cohesive, productive teams
  • Excellent writing and presentation skills in English
  • Knowledge of Hausa, Kanuri, Yoruba or Igbo a plus
