  1. Background

The NABNI – Building for Peace Facility project is implemented through a consortium model led by KOHRW in partnership with AOO and PFO in Sinjar and Daquq. The project focuses on strengthening accountable local governance, improving community–authority relations, and addressing service-related tensions through a conflict-sensitive and socially cohesive approach.

Given the multi-partner structure and compliance requirements under the Accountable Grant Agreement (AGA), a dedicated Consortium Manager is required to ensure coordinated implementation, financial integrity, technical quality, and adherence to procurement and Environmental & Social (E&S) safeguards.

  1. Position Purpose

The Consortium Manager provides overall operational, technical, financial, and compliance oversight of the consortium. The role ensures:

  • Effective coordination between KOHRW, AOO, and PFO
  • Timely and quality implementation of approved activities
  • Full compliance with NABNI procurement guidelines, ESCP, and donor requirements
  • Risk mitigation, documentation control, and audit readiness
  • Harmonized planning, budgeting, and reporting across partners

The Consortium Manager acts as the central coordination and accountability point for the consortium.

  1. Key Responsibilities
  2. Consortium Governance & Coordination
  • Establish and maintain a structured consortium coordination mechanism (monthly meetings, quarterly reviews, joint planning sessions).
  • Ensure alignment of all partners with the approved Scope of Work, Budget, ESCP, Procurement Plan, and Workplan.
  • Maintain clear internal communication channels between KOHRW and partner focal points.
  • Facilitate joint decision-making processes and resolve coordination gaps.
  • Ensure partners maintain updated internal implementation plans aligned with the consolidated workplan.
  1. Program Oversight & Quality Assurance
  • Monitor progress against milestones, indicators, and deliverables.
  • Oversee the implementation of community dialogue forums and service improvement interventions.
  • Ensure integration of conflict sensitivity and peacebuilding principles.
  • Review technical outputs before submission.
  • Identify performance gaps and implement corrective action plans.
  1. Financial Oversight & Compliance
  • Review partner budgets, forecasts, and expenditure reports prior to submission.
  • Ensure procurement thresholds and No-Objection procedures are respected.
  • Oversee contract amendments, variation orders, and budget reallocations.
  • Ensure contingency and TAP lines are applied according to donor approval.
  • Maintain strong documentation discipline for audit purposes.
  1. Procurement & Contract Management
  • Ensure compliance with NABNI Procurement Guidelines.
  • Review procurement files before submission for No-Objection.
  • Monitor competitive tendering, evaluation reports, and contract awards.
  • Ensure contract documentation reflects negotiated savings where applicable.
  1. Risk, Security & E&S Oversight
  • Ensure implementation of Environmental and Social Commitment Plan (ESCP).
  • Monitor E&S risk mitigation measures across locations.
  • Oversee security assessment updates and mitigation plans.
  • Ensure safeguarding and PSEA compliance across partners.
  • Escalate major risks to senior management and donor as required.

 

  1. Reporting & Donor Engagement
  • Consolidate narrative and financial reports from consortium partners.
  • Ensure timely submission of monthly, quarterly, and milestone reports.
  • Participate in donor coordination meetings.
  • Ensure documentation archiving aligned with audit and transparency standards.
  1. Deliverables
  • Monthly consortium coordination report
  • Consolidated financial forecast review
  • Risk register updates
  • Procurement compliance tracking
  • Consolidated narrative reports
  • Corrective action plans where required

Qualifications & Preferred Skills

  • Bachelor’s or Master’s degree in development studies, Public Administration, Project Management, or related field.
  • Minimum 8–10 years of relevant experience.
  • Demonstrated experience managing multi-partner consortia.
  • Strong knowledge of donor compliance (KfW/BMZ, NRC).
  • Experience in governance, peacebuilding, or social cohesion programming.
  • Strong financial oversight and procurement compliance knowledge.
  • Excellent leadership, negotiation, and documentation skills.
  • Fluency in English and Kurdish required, Arabic desirable.
