 Jon Summary: 

CARE Iraq is seeking a dynamic and experienced Consortium Project Coordinator to oversee the implementation and coordination of a climate adaptation and disaster risk reduction project aimed at enhancing the resilience of rural communities in the Basra and ThiQar governorates to climate-induced disaster risks. The Consortium Project Coordinator will play a pivotal role in liaising with key stakeholders, including ECHO, the Ministry of Education (MoE), the Ministry of Agriculture (MOA), and consortium partners, to ensure the project’s success. The Consortium Project Coordinator will be supported by CARE’s Operations Manager, Finance Manager, and Head of Programs and will work closely with the Project Management Unit (PMU) to monitor progress and make strategic decisions.

Duty Station: Erbil, Baghdad or Basrah depending on the availability of candidates with frequent travels to the operations sites and other CARE Offices. 

Duration of Contract: 23 months. Starting date is subject to the fund approval. 

RESPONSIBILITIES AND TASKS:

  1. Strategic Leadership and Oversight:
  • Provide visionary leadership and ensure seamless coordination among consortium partners, including implementing and technical partners (WVI in Basra and Tearfund in ThiQar) for smooth field operations in target districts.
  • Oversee the Project Management Unit (PMU), promoting effective communication and collaboration across consortium focal points to drive project success.
  1. Stakeholder Engagement and Compliance:
  • Foster strong relationships with key stakeholders, including ECHO, MoE, MOA, and other local and national entities, aligning project goals with stakeholder expectations and regulatory compliance.
  • Ensure active involvement of affected communities, integrating protection, environmental sustainability, and long-term needs into program implementation.
  1. Risk and Financial Management:
  • Proactively contribute to and execute a comprehensive risk management plan, addressing significant financial and operational risks with effective mitigation strategies.
  • Manage the project budget with diligence, ensuring fiscal responsibility and compliance with financial guidelines.
  1. Project Monitoring and Reporting:
  • Continuously monitor project milestones, identify challenges, and devise strategic interventions to achieve desired outcomes.
  • Prepare detailed quarterly and annual reports for consortium partners and stakeholders, highlighting project performance, impacts, and key learnings.
  1. Technical Support and collaboration:
  • Coordinate the identification of technical needs and engage with CARE DE’s Resilience Advisor and other technical advisors to secure global expertise in climate adaptation, weather forecasting, and early action systems.
  • Liaise with CARE DE’s Team Lead Project Development and Donor Engagement to ensure adherence to donor requirements and quality management.

Qualifications & Preferred Skills

  • A bachelor’s degree (or equivalent) in Environmental Science, Climate Change, Disaster Risk Management, or a closely related field.
  • A minimum of 5 years of experience in leading consortium-based projects, with a focus on climate adaptation, disaster risk reduction, and community resilience.
  • Excellent communication and negotiation skills, with proficiency in engaging with high-level stakeholders and donors.
  • Familiarity with the socio-political and environmental context of Iraq, particularly in Basra and ThiQar governorates.
  • Familiarity with ECHO’s operational guidelines and compliance requirements.
  • Ability to work under pressure, manage multiple priorities, and meet deadlines.
  • Willingness to travel frequently to field sites within Iraq.
  • Fluency in English and Arabic is required.
