We are seeking to employ a candidate for the following position:
Construction Manager

Main purpose of the job:
Panning, coordinating and monitoring all logistics activities in the project related to construction and rehabilitation according to MSF protocols and standards in order to ensure that construction works meet the needs of MSF programmes.
Accountabilities:
- In collaboration with the Technical Logistics Coordinator, planning, establishing, and reviewing all the construction and/or rehabilitation activities in Iraq Mission, including its budget, in order to identify and give a response to the needs of the mission and the targeted population.
- Monitoring and ensuring the implementation of the construction and/or rehabilitation activities in the mission ensuring compliance to MSF standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programs. This includes the following:
- Planning construction/rehabilitation projects to be performed in the mission, participating in the mission design and development, and ensuring that technical aspects are met and are in compliance with the local construction habits.
- Coordinating purchase orders related to the work activity and checking the materials in stock and warehouse inventory control.
- Participating in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments.
- Providing safety equipment for people who work in construction to ensure that all workers comply with safety standards.
- In collaboration with the Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area.
- Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility.
- Following up and reporting on the works’ progress and on technical aspects of the work and participating in monthly reports according to guidelines (SitRep, Logistics Statistical Report, etc.)
- Performing delegated tasks according to his/her specialty and as specified in his/her job description.
MSFCH Context Specific Accountabilities of the position:
- The construction manager is the technical and administrative responsible person who steers the construction project of Iraq Mission.
- Sourcing from the MSF-OCG Construction Policy and the scheduled activities in the CCP (Construction Cycle Project), implements all the necessary technical steps of the construction activities such as: Architectural project, building authorization phase, Bid contract documentation, BoQ & technical specification, Tendering and assignment of the works, Construction site activities (quantity, quality, time and payments), reception of works.
- Participating in the design and development of the construction/rehab project, supervise and monitor the progress of work carriout out and ensuring compliance with technical aspects and compliance with local construction practices. This function includes the following roles:
- Design appropriate rehabilitation, including planning for the necessary financial and human resources;
- Analyze construction plans and the resources required for the project (labour, equipment, materials, estimates, budget);
- Determine the raw materials available locally (water, GRP, wood, ect….);
- Plan and coordinate the use of construction equipment and vehicles;
- Negotiate agreements and permits with local authorities in order to proceed with construction if required but under the Supervision of FieldCo (external negociation with local authorities is the responsibility of FieldCo)
- Launch calls for tenders.
- Be the contact person for the construction company/contractor;
- Ensure that the materials used are the most appropriate (quality control of the work);
- Ensure that the necessary documentation is delivered on time;
- Monitor the budget and inform the supervisor in case of overspending.
- Coordinate purchase orders related to the work,
- Receive and approve construction orders, and ensure that these orders are within budget and supply chain;
- Prepare orders according to inventory, schedule and work progress;
- Provides the necessary documents that will neccesary for the construction budget approval; detailed planning documents and all relevant drawings
- Elaborate weekly reports on the advances of the works.
Construction project overview
- Technical Support for the installation of the insulation sandwich panel structure of MSF OCG Medical Warehouse in Duhok. The construction manager will be responsible of the drawing of area, BOQ, drafting contract and supervision and reception of the work.
- Technical Support to Mosul Project as per the Project Need and Request: The construction Manager will be under the supervision of the Logistics Team Leader of the Project.
- Supporting to implement the water hosing system and fire alarm system in Nablus hospital as recommended by Iraqi civil defense. Drawing, BOQ, Contract, supervision, and reception of the work.
- Support in Replacement of metal frame water tanks with GRP water tanks. Drawing, BOQ, Contract, supervision, and reception of the work.
- Hight Temperature Incinerator Installation:
- MSF OCG is planning to install high temperature incinerator and there will be a modification of waste area so it will be part of construction manager responsibilities to have the drawing of area, BOQ, contract and supervision and reception of the work.
- General assessment for the hospital infrastructure status and recommendation of needed rehabilitation for 2025.
