Construction Engineer

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organizations for example the UN and the EU in crisis, conflicts or other disasters.

MSB is opening our roster for Construction Engineers interested in working with us on humanitarian operations. When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior a mission with us you need to conduct the MSB induction training.

A registration on our roster is initially for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a Construction Engineer, the mission length normally is 6 months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day.

The MSB strives to apply gender equality in terms of recruitment to our roster.

Myndigheten för samhällsskydd och beredskap (MSB) arbetar dagligen med att stödja andra aktörer genom olika insatser runt om i världen och även i Sverige. Vi har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

MSB öppnar nu resursbasen för Konstruktionsingenjörer som är intresserade av att delta i internationella insatser inom humanitärt bistånd. En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser. Som Konstruktionsingenjör är det vanligt att insatserna varar i cirka 6 månader och att avresa sker med någon månads varsel.
Vi värderar vår insatspersonals välbefinnande högt och du kommer att ha tillgång till stödfunktioner inom hälsa och säkerhet från MSB dygnet runt när du är på insats.

Denna gång kommer vi att registrera max 15 personer till resursbasen.

Duties

As a Construction Engineer you are expected to monitor safety performance of construction contractor, address contractual issues and maintain a
comprehensive system of site records related to construction projects.

Provide engineering and project management services; Plan and design specifications for
projects by applying commonly used engineering calculations, practices and precedents is a must.

Develop master plans for renovation and construction projects or portions of larger projects,
including functional and technical design requirements for the purpose of design reporting and
site layouts is a must.

Analyze project proposals to ensure technical feasibility and to ensure the project objectives are
attainable within prescribed resources is a must.

Conduct engineering site assessments of different facilities to determine suitability to
operational purposes, safety and efficiency of structures and equipment is a must.

Negotiate work orders for engineering/ architectural services liaising with Procurement Officer is a must.

Manage technical quality, budget and schedule of design phase by reviewing technical documentation and liaising with clients. Raise issues impacting budget and make
recommendations is a must.

Maintain master data base of budget and schedules for design and construction projects is a must.

Prepare engineering and construction budget estimates and monitor expenditures is a must.

Provide engineering advice to partners and to the all Mission´s units is an asset.

Be very familiar with Auto CAD and be able to draw and change drawings in Auto CAD is a must.

Procurement using the book of FIDIC is a must.

Be able to calculate quantities of materials for bill of quantity for procurement is a must.

Be able to act as Site supervisor on location, leading the team of contractors is an asset.

Be able to make a schedule for the different project phases and estimate the time of each phase of construction is a must.

The construction has to follow EU-standard, important to be familiar with the EU-Standard of building is a must.

Be a problem solver as well as being good at networking is an asset.

Good coordination skills are an asset.

Having previous international experience is considered an asset.

Qualifications

Experience

A minimum of 4-5 years of experience within relevant area of expertise.

A minimum of 1 year international experience.

Supervisor experience.

Experience with procurement using the book Fidic.

Experience using Auto-Cad to create construction drawings.

Be able to estimate material quantities.

Be able to make time schedules for the construction process.

Education

Bachelor’s degree i Construction and engineering. A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.

Languages

Fluency in English is essential, both spoken and written.

Knowledge of French, Arabic, or any other official UN languages is an asset.

Other requirements

Before deployment you must have completed MSB Field staff induction course. The course is for 5 days and MSB are hosting the course a couple of times every year. During the course you are offered a smaller salary.

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

Before registration on MSB’s roster, you need to fill in a self-assessed health declaration. If you are recruited for an international mission, a medical examination must be carried out and the results must be approved by the MSB prior to employment. Certain diseases and conditions can preclude international deployment. Profile

You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.

Also have a capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.

You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

The MSB roster contains a variety of professions and competences. A registration on our roster is initially for three years. Working with MSB on international operations means that you are temporary employees of MSB. MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
