Purpose of Activity/Assignment
The Independent State of Papua New Guinea through the PNG COVID-19 Emergency Response Project with the assistance of the Government of Japan will be funding the installation and operations of 50 kg/cycle Incinerators and gas scrubbers (Project) that will be installed in the six Provincial Hospitals sites in PNG. This installation of the incinerators at the six sites will greatly improve the disposal of medical wastes which have now become more imperative as a result of the global COVID-19 pandemic, and these will greatly reduce the risk of contamination within the disposal areas in the vicinity of the hospitals. The construction firm is contracted to construct each microwave incinerator building/housing at the six provincial Hospital sites according to the detailed design documents for the construction/civil works as indicated in the subsequent sections of this TOR.
The construction/civil works will be done by the construction company in the following six provincial Hospital sites. 1) Daru Provincial Hospital, 2) Alotau Provincial Hospital, 3) Wewak Provincial Hospital, 4) Kavieng Provincial Hospital, 5) Lorengau Provincial Hospital and 6) Kiunga District Hospital.
Two consultants will be recruited for this consultancy.
Purpose and Objectives
UNICEF Papua New Guinea (PNG) is supporting the Independent State of Papua New Guinea through the National Department of Health (NDoH) in its effort to “greatly improve the disposal of medical wastes and reduce the risk of contamination within the disposal areas in the vicinity of the provincial hospitals”. This support is part of the global COVID-19 response as well as part of the vision to provide quality health system and facilities under the PNG National Health Plan 2021 – 2030.
This construction Project is expected to benefit an estimated (3.9 million people of which “60% are children under the age of 25” https://png.unfpa.org/en/topics/young-people-8 ) with quality waste management system and reduced risk of contamination of the environment.
The purpose of the construction engineer (consultant) is to conduct site supervision and quality assurance of the UNICEF contractors in incinerators construction activities and interventions in six provincial hospitals (Daru, Alotau, Wewak, Kavien, Lorengau, and Kiunga) ensuring institutional contract work is as per the agreed design and specifications. This consultant will verify and certify the construction works in close coordination with NDOH, provincial authorities and DDA’s of respective districts.
Scope of Work
The scope of engineering services is quality assurance and site supervision of the incinerator’s sheds construction by the construction company contracted by UNICEF. The construction contract will be signed with selected engineering firm. The contract requires approval from UNICEF [Papua New Guinea] upon satisfactory completion of services under construction project.
All design drawings and technical documents developed for construction and/or renovation works implemented directly or indirectly by UNICEF shall be in line with the Organization’s commitments towards Accessible Buildings and achieving Climate Neutrality by 2020, as per PROCEDURE/DFAM/2020/001 on Eco-efficiency and Inclusive Access in UNICEF Premises and Operations, CF/EXD/2017-004 on Accessibility in UNICEF’s Programme-Relegated Construction, and Decision Memo: UNICEF Climate Neutral Strategy, 26 May 2015.
Tasks and activities
Under the technical guidance of UNICEF Construction Engineer and direct supervision of immunization Specialist the consultant will work closely with national and provincial Government counterparts on monitoring and quality control of construction works to ensure that all the construction activities are completed on time, certified and handed over to the official of the provincial hospitals.
Quality assurance
Undertake quality assurance and quality control plans and related procedures; review and approve contractor’s construction schedule, detailed designs, shop and as-built drawings; inspect material sources and materials’ tests.
Site supervision
Conduct the kick-off meeting of construction works with the construction company, and relevant government counterparts in the districts. Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and prepare site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground.
Use effective monitoring and supervision tools to easily ensure assessment of works quality, progress, and performance of construction companies during the entire duration of the project; apply multi-layered approach to construction supervision and quality assurance; use documented hold and inspection points, where applicable.
Certify payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity. Provide support to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc. Ensure all documents/information required for contract management are available, complete and properly archived.
if required; issue the Certificates of Partial, Substantial and Final Completion of works; facilitate fortnightly site meetings or provincial meeting and share the minutes, prepare monthly progress reports and final narrative report; approve as-built drawings and Preventative Maintenance Manual. In case greening certification is pursued, engage with the Inclusive & Sustainable Operations team for guidance.
The consultant will coordinate with NDOH, provincial authorities and DDAs in districts on joint monitoring of construction activities. Upon request the consultant will support the District Health Department of Kiunga District to prepare technical documents to apply the environmental permit. It is expected at least twelve visits per site (a total of minimum 3 sites will be assigned) to be made in due course of the project period to verify the completion and quality of the construction of the incinerator sheds as well as one visit to each site before the end of DLP.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.
