Overview of position:
Our clients Saada field office has a challenging context to implement humanitarian response. They are required to regularly visit & analyse all ongoing activities, sites & anticipated areas to be affected by natural hazard, crisis & escalations to ensure that works are conducted in a timely manner & effectively implemented. To that aim, our client issued previous contracts for Emergency & Field Facilitators. The contract is being managed by the education team & the Facilitator that will be selected for this role, will be based in Saada reporting to the education unit in Saada field office.
Our client therefore needs to contract a Facilitator for six & a half months due to movement restrictions of UN staff in border areas of Saada & areas in Al Jawf governorate. This post will also support in the monitoring & progress of our clients interventions for IDP settlements & camps, which is a gap for our clients emergency response. Examples of works to be supported by the Facilitator include rehabilitation for over 45 schools, 10 water projects & emergency response monitoring for IDPs, cholera response, etc. The selected candidate is also expected to cover the new WASH & education projects under contracting stage in Saada & one in Al Jawf & monitoring any emergency intervention, water, flood & NFI distribution & conducting rapid assessment where needed.
Our client will use CTG to recruit the Facilitator, due to the accepted previous performance & because they are already familiar with our clients construction procedures. The Facilitator will be visiting emergency, education, WASH sites & report on the quality & progress of response relevant section. The Facilitator shall also conduct analysis & identify conflict between contractors, engineering firms & government counterparts & report any incident or accident to the relevant section.

Role objectives:
The role will include several tasks that fall under a large geographic area which will be conducted under the responsibility of Saada field office, using the flexibility of the Facilitator’s movement. This includes field visits, conducting visits for the verification of deliverables of need assessment activities & site visits for the implementation. The main tasks are:
Assist in the formulation of plans of action in preparation & response to emergencies.
Gathers information on best practices in emergency situations for the preparation of contingency & response plans.
Monitors compliance of all program sections with emergency plans as agreed by Chief of Field Offices & the Emergency Specialist.
Support the Emergency Officer in implementing the emergency preparedness & response plan as necessary.
Follows up with the timely delivery of assistance to field offices & procurement of supplies.
Follow up particularly on our clients contingency PCAs & Rapid Response Mechanism (RRM) PCA.
In the event of a sudden emergency or deterioration of current situation, promptly assist in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the request number, nature & extend of the emergency with staff, government officials, other UN agencies or local organizations & media.
Participate in interagency coordination (including national & international NGOs & other organizations active in the field).
Manage data as a strategic asset & operationalize data governance, data quality & other competencies & controls to sustain the integrity of our clients data.
In close collaboration with our clients partners, ensure that data collection & capacity building measures implemented & corresponding activities are identified & implemented.
Conduct field monitoring as planned by the Emergency Officer & the field office monthy mission plan.
Prepare monthly, adhoc & field visit reports & share with the Emergency Officer.
Conduct any other relevant duties assigned by supervisor.

This is including but not limited to the following deliverables:
Preparation & follow up on action points of field visit reports & monthly reports.
Conducting & assisting in the preparation of need assessment reports in coordination with Program Officers & other Technical Facilitators.
Conducting regular site visits as part of office priorities & mission plans.
Coordinate with local partners & counterparts & represent our client as guided & when needed.
Development of information management tools & contribute in the analysis of data to inform the implementation of the relevant projects.
Any other requested deliverables requests required.

Project reporting:
This role will report to the Emergency Officer

Key competencies:
Secondary school certificate is required, a bachelors degree in any relevant discipline is desired, with 4 years working experience in the areas of planning & monitoring, information management, data management & analysis, preferably in humanitarian response context
Prior & relevant UN or INGO experience is desired.
Prior & relevant working experience in Saada & Al Jawf is desired.
Must be fluent in Arabic & woring knowledge of English is desired.

This role has no team management responsibility.
