Job Description

Background
The IRC launched an emergency health response inLibya in September 2016 as the humanitarian situation in the country wasdeteriorating following the 2014 civil war. Since then, the IRC has broadenedits portfolio with health, protection, and governance programs aiming, directlyand in partnership, to employ a holistic approach to meeting the needs ofcrisis affected and vulnerable communities across the Libya to survive,recover, and gain control of their futures. 

IRC Libya works with Libyan national and localhealth authorities to provide quality, inclusive health services to vulnerablepopulations and strengthen the overall health system. Since 2018, the IRC hascollaborated with the EU Delegation in Libya and the Ministry of Health (MoH)to develop and pilot the Essential Service Package (ESP), aiming to strengthenexisting delivery systems and providing a standardized package of primaryhealth care services to Libyans and non-Libyans. The ESPcomposed of twoservice delivery levels primary care at Primary Health Care Centers (PHCCs)and secondary care at hospitalsis foundational to the MoHs strategic reformprogram, and a key tool in reaching Universal Health Coverage (UHC) for peopleliving in Libya. The ACCESS program is designed to address the need for qualitydelivery of the ESP and related policies and strategies, and for strengtheningmanagement capacity, accountability, and transparency at the District HealthOffice (DHO) level to oversee and coordinate health services in the municipalityin close coordination with other services provided by humanitarian anddevelopment actors, while engaging communities to promote health seekingbehaviors and ensure services meet their needs. 

The IRC has been actively expanding itsmulti-sectoral outreach to address critical needs in Libya, with a particularfocus on the eastern region of the country. This expansion builds upon previoushealth interventions. An important contributor to these efforts is the EuropeanUnion (EU)-funded program known as “Advancing Capacity for and Coverage ofthe Essential Services Package through Systems Strengthening” (ACCESS).This program has commenced in the eastern region, specifically in Soussah andChahat,

To support program implementation and operationsin this region, the IRC plans to open a new office in Benghazi. Theseinitiatives are aimed at enhancing program effectiveness and providingoperational support and management within the eastern region.

Tasks to be performed/Responsibilities:
Directly responsible for the planning, implementation and monitoring of assigned activities in line with project requirements and specifications.
Manages the processes for all construction, rehabilitation, and maintenance in the health facilities in coordination with the health Manger and stakeholders. (Emergency team Leader /Emergency Supply Chain Coordinator)
Identify implementation challenges and opportunities and raise these to the Health Manager and the Senior Field Coordinator/SCC.
Prepares engineering reports, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.
Oversees the maintenance works including supervision of the contractors (the responsible company) working on the site, providing technical support as required to ensure technical quality and timely response.
Keeps supplies ready by inventorying stock; placing orders; verifying receipt.
Ensuring project progress is documented, integrating IRC procedures in all aspects of project.
Maintains and improves quality results by completing quality assurance tests; following standards; studying, evaluating, and re-designing processes; implementing changes.
In consultation with the Supply Chain Unit, manage daily relationship with the stakeholders, and local authorities engineers at the field level and the team leader in the field level.

Duration of the assignment

The staff will havetheir primary base in Benghazi, with regular visits to various locations in theeastern region, including Sussahn, Sahat, Bahdha, Derna, and other areas asdesignated by the Senior Field Coordinator.

Qualifications

Qualifications
A certificate of a Civil/ Architecture Engineer or a diploma in Building and Construction.
Very Good English Language level, both written and verbal.
A Diploma in Business Administration and Management, will be an added advantage.
At least 4 years experience in Administrative area and an experience in Construction works. Experiences in previous health facilitys renovation will be added advantage.
Strong interpersonal skills and ability to communicate clearly. 
Good writing and organizational skills
Excellent computer skills and experience working with design packages.
